AndyandGitHub ae4fe7b6de Use "lib" in tsconfigs instead of "target". (#13968) 
* Use "lib" in tsconfigs instead of "target".

Only add "dom" to libraries that need it. This is determined by a script, so many libraries that have "dom" maybe should not.

* Update new-package and readme

* Add back "target" where necessary

Max Shmelev ceedbb3550 Support TypeScript 1.7 modules 
This fix allows to import modules in TypesScript 1.7 using `import` keyword, like:
import * as sinonChai from 'sinon-chai';

The current version gives compilation error: "Module sinon-chai resolves to a non-module entity"

Andrew Bradley 035fea44c6 Updates sinon-chai definition and tests to support loading sinon-chai as a 
chai plugin.

- usage is as follows:
    import sinonChai = require('sinon-chai');
    chai.use(sinonChai);
- Also updates the tests to compile with --noImplicitAny
