* restify: fix compile errors in test file
did not compile without error when compiling with:
`tsc --noImplicitAny restify/restify-tests.ts`
* restify: add RouteSpec interface

In restify docs createServer method supports handleUpgrades parameter in ServerOptions object, but it's not present in the type's interface.
