ae4fe7b6de Use "lib" in tsconfigs instead of "target". (#13968) 
* Use "lib" in tsconfigs instead of "target".

Only add "dom" to libraries that need it. This is determined by a script, so many libraries that have "dom" maybe should not.

* Update new-package and readme

* Add back "target" where necessary

89990ad9e2 Making gapi.auth.authorize accept string|array 
Per the docs[1] gapi.auth.authorize accepts a lone string, as well as an array of strings. From my limited testing the any type appears to accept both string and array of string.

TypeScript Definition File for the Google API Client (gapi). Also
included are gapi.urlshortener, gapi.youtube, gapi.youtubeAnalytics. All
the Definition files have full JsDoc Support.
