Use "lib" in tsconfigs instead of "target". ( #13968 )
...
* Use "lib" in tsconfigs instead of "target".
Only add "dom" to libraries that need it. This is determined by a script, so many libraries that have "dom" maybe should not.
* Update new-package and readme
* Add back "target" where necessary

Started adding additional typings for jquery.fileupload callbacks
...
Typings have been added for the following callbacks:
progress, progressall, start, stop, change, paste, drop, dragover,
chunksend, chunkdone, chunkfail, chunkalways.
The docs (https://github.com/blueimp/jQuery-File-Upload/wiki/Options ),
and the source jquery.fileupload.js were used to create these typings.
