* Add: NotAction, NotResource, Principal, NotPrincipal
* Implement some of the conditional logic
  - e.g., Action or NotAction is required
  - however, mutual exclusivity is not implemented (hard to do in Typescript)
* Allow >1 statement per PolicyDocument
