tests: BOARD_INSUFFICIENT_MEMORY -> Makefile.ci

Browse Source 
- Moved the BOARD_INSUFFICIENT_MEMORY list into Makefile.ci
- Formatted the list to contain one board per line
- Sorted the lists alphabetically
