Update @wordpress packages

Update packages to include these bug fixes from Gutenberg:

- Block Editor: Mark last change as persistent on save
- Site Editor: Restore ?styles=open functionality
- Site Editor: Fix resizable box scrollbars in blocks
- Add classic menus to menu switcher
