Editor: Add Navigation Area infrastructure

Browse Source 
Copies Navigation Area infrastrucutre from lib/navigation.php in Gutenberg. This
allows a Navigation block to be associated with a particular area which persists
when switching theme.

Props antonvlasenko, mamaduka, spacedmonkey.
