Block editor: Add frontend block-level settings to the core.
This commit adds block-level settings in the core. Block level settings allow a block to define the preset settings of its nested blocks using the same shape as theme.json. Props oandregal, Mamaduka, jorgefilipecosta, dmsnell, adamziel. 57651 #57651. git-svn-id: https://develop.svn.wordpress.org/trunk@55255 602fd350-edb4-49c9-b593-d223f7449a82
