Build/Test Tools: Update several GitHub Actions.

This updates three GitHub Actions to their latest versions:
- `shivammathur/setup-php`
- `actions/cache`
- `wow-actions/welcome`

The welcome action now uses the `GITHUB_TOKEN` by default, so it no longer needs to be passed manually.
