c91be6f1fe Build/Test Tools: Begin eliminating unnecessary randomness in tests. 
Although unlikely, clashes in randomly generated strings could cause unexpected failures. In addition, most randomness is entirely unnecessary, is bad practice, and increases test time (however small it may be).

0d6514b28b Template: Always display the site title on the front page. 
Limits using the page title to the blog page when the site has a static front page,
bringing it N’Sync with `wp_title()`.

d625bd2428 Themes: Improve document title output. 
Introduces more flexibility in filtering all parts of the document title,the
separator, and a way to short-circuit title generation. Plugins can now also
check for theme support and reliably filter the entire output. See #18548.
Deprecates `wp_title()`.

Fixes #31078.
