c812f63015 Build/Test Tools: Allow the desired version of PHPUnit to be passed to the local Docker environment. 
This reintroduces [49358] with a modification to the `.travis.yml` file to avoid an issue with `dotenv-expand` being unable to expand variables into `process.env` only on Travis.

The `LOCAL_PHPUNIT` environment variabl allows the desired version of PHPUnit to be specified when running the PHP tests within the local Docker environment.

Because support for newer versions of PHPUnit is not backported, some versions of PHP need the ability to run multiple versions of PHPUnit for different branches. This adds the flexibility needed to use the Docker environment within those older branches to run the PHP tests.

This release fixes minor issues with 8 different Emoji and revises the person/woman/man kneeling Emoji to be in a more obvious kneeling position.

9c50d3dda5 Update jQuery step two: 
- Add jquery-migrate.js v.3.3.1 to core and load it in debug mode when `SCRIPT_DEBUG` is true.
- Add jquery.min.js, update jquery.js to 3.5.1 non-minified. This should help when debugging.
- Rebuild jQuery UI 1.12.1 and add it to core.
- Fix/adjust tests to match the above changes.

8f39f8ebb7 REST API: Sanitize block renderer attributes. 
In [48069] the Block Renderer was changed to register a single route for all dynamic blocks. Validation was dynamically applied based on the requested block, but sanitization was not. This commit adds the same sanitization back to the block attributes.

df8af186de Chore: Update package-lock.json file 
Improve the shape of package-lock.json file to make it stable. The main change is that both dependencies of WordPress packages that use npm aliases are listed as development dependencies: puppeteer and prettier. This patch includes also block.json files for dynamic blocks copied from WordPress packages.

This commit also fixes a deprecation warning regarding the usage of `moment.locale()` to set locale properties.

As of Moment.js 2.12.0, `moment.locale()` is deprecated and `moment.updateLocale()` should be used instead.

Additionally, minimize `moment.js` as part of build process to remove the source map reference.

This avoids a `sourceMappingURL` being in the minified file, as we don't ship source maps.

41027e3f8e Build/Test Tools: Introduce Install-changed. It keeps a hash of package.json and compares it when run. If it has any changes, it runs npm install. 
This keeps `node_modules` always updated and is useful not only when the packages have been updated, but also when the working copy has been "reverted" to an earlier revision.

Fixes #49594.

ac4de42983 Scripts: Use core-js url as polyfill for window.URL. 
URL polyfill from the polyfill-library library is not spec-conformant, in a way which negatively impacts its usability for pending revisions to the block editor. Specifically, there were revisions to the implementation of the wp-url script to detect URL validity by relying on thrown errors from the URL constructor, but this specific behavior is not implemented in this version of the polyfill.
There was another issue in r47238, which is that the test used to check whether the polyfill should be included is not accurate. This commit uses a different check and fixes the issue.

- Update the DependencyExtractionWebpackPlugin to 2.3.0 and set it to output a single assets file.
- Grunt: copy the assets file to both `SOURCE_DIR` and `BUILD_DIR` as `wp-includes/assets/script-loader-packages.php`.
- "Unignore" the `wp-includes/assets` directory. Its content will be committed similarly to `wp-includes/blocks`.
- Update `wp_default_packages_scripts()` to use the above file. This also removes the hard-coded lists of packages and packages with translations.

2c795289c8 Script Loader: Add polyfill for window.URL, window.DOMRect. 
Pending block editor revisions for WordPress 5.4 will make use of `window.URL` and `window.DOMRect`. These are not available in Internet Explorer (or pre-Chromium Edge for `DOMRect`) and must be polyfilled to avoid script errors.

The changes make use of the existing polyfill pattern, and existing `polyfill-library` dependency. The dependency is bumped to the latest version, since the previous version did not include the `DOMRect` polyfill.

a35e46a937 Build Tools: Integrate DependencyExtractionWebpackPlugin in the JS build. 
This patch integrates DependencyExtractionWebpackPlugin which was battle-tested in Gutenberg. 

This will greatly simplify the process of upgrading npm packages which change after every Gutenberg release. It might even useful during the WordPress release cycle as we might need to publish more often as we discover critical bugs and regressions.

3f9927d3ab Build/Test: Bump devDependencies for WordPress 5.3 
This upgrades a number of devDependencies.  Some of these include changes to how the tasks are configured.

Uglify: There are deprecated options from 2.x to 4.x, see: https://github.com/gruntjs/grunt-contrib-uglify#options

Autoprefixer: Browserslist now warns when passing in the browser list, so that is put into package.json

As with most changes to uglify, this changes every minified JS file.

Fixes #48203.

269c8baa33 Build/Test Tools: Fork and Update grunt-replace 
The version of grunt replace that is bundled in core is using an outdated version of lodash that is bringing 2 low, 3 high, and 1 critical issue. This package is currently abandoned. There is a community forked version, but that is also harboring some similar security issues.

This switches to a fork by @whyisjake and causes no change to the build.

13d356691b Build Tools: Miscellaneous local-env improvements. 
- Move the functionality for controlling `local-env` out of `package.json`, into JS scripts.
- Merge the `docker-compose` config files, and move it to the root directory. This allows `docker-compose.override.yml` to work for local overrides.
- Fix nginx redirecting to port 80 under some circumstances.
- `npm run env:install` now creates `wp-tests.config.php` for you.
- Cleaned up a bunch of cruft in `.travis.yml`.

c645936163 Emoji: Upgrade Twemoji to 12.1.2. 
This upgrade adds support for the transgender flag: 🏳️‍⚧️

There's some additional housekeeping in this commit:

- Twemoji recently rearranged their repository and package, so `Gruntfile.js` needed tweaking to allow for that.
- As only new files were added in this Twemoji release, the CDN version didn't need updating.

d2d7243e80 Build tools: Allow building WordPress to src. 
After the JavaScript reorganization in [43309], it was no longer possible to test WordPress from the `src` folder. That meant a build step was required to test PHP modifications. That is suboptimal as even a simple copy is slower than a web server just serving the new file.

We achieve building to `src` by setting a `WORKING_DIR` constant in the Gruntfile that is `build` by default, but changes to `src` when the `--dev` flag is present on any Grunt command. We provide sensible defaults so some commands, such as copying `version.php`, always build to `build`.

Because testing from `build` is no longer required, we change the messages present in `index.php` and `wp-admin/index.php` to be more broadly about building WordPress.

We also change the webpack config to have more straightforward behavior based on the `buildTarget` argument. It only determines the build target now and has no implicit behavior anymore. `grunt build` still works as it worked before, to make sure that the build server produces the same `wordpress.zip` we are used to.

We do all this instead of a symlink setup because symlinks don't work on every platform.

691f79b76b External Libraries: Update zxcvbn to 4.2.2. 
Version 4.2.2 of the zxcvbn password strength library has several bug fixes. A full list of changes can be seen here: https://github.com/dropbox/zxcvbn/compare/v4.4.1...v4.4.2.

This commit also adds the library as a project dependency, making it easier to update in the future. Because the dictionary within the library contains non-PG language, a `rot13:zxcvbn` task has been added to Grunt to perform a ROT-13 cipher on the library. This task has been added to `grunt build` and `grunt build:js`.

- `strip_dynamic_blocks()` has been removed in favor of `excerpt_remove_blocks()`.
- The PHP block parser is now syncing from the `block-serialization-default-parser` package.
- `do_blocks()` uses the new parser.
- The `do_block` filter has been removed from `do_blocks()`, in favor of a `render_block` filter in `render_block()`.

Also, a little cleanup to `render_block()`. Always normalize `$block['attrs’]` to array in `’render_block’` filter.

e63acae939 Editor: Add custom fields meta box support in the block editor. 
This brings support for the custom fields meta box into the new block editor.

The `webpack` and `copy-webpack-plugin` packages have also been updated.

This does not bump the `@wordpress` packages like in [43861] because of conflicts with package versions already installed in `trunk`. The packages will be brought up to date in a subsequent merge.

7a2fa10e28 Build tools: Build @wordpress packages with webpack. 
We decided to split the media webpack config into it's own file. The
main webpack config then combines this file with the packages config.

Include vendor scripts by copying them. We copy the minified files if
they are available. If they aren't available we minify the original
files ourselves.

f284024e6b Build tools: Upgrade webpack to version 4. 
* Minification is done by uglify, so disable that in the media build.
* The webpack boilerplate has changed, which explains the changes in the build files.
* ModuleConcatenationPlugin is enable by default for production builds so we don't have to specify that ourselves.

Merge notes: In `trunk` uglify isn't run on the media files after webpack, so webpack does need to do that. Newer webpack versions use `terser-webpack-plugin` as the default minification. Use the `uglifyjs-webpack-plugin` plugin to maintain the same behavior as before. We can look into terser as a minifier later.

a75d153eee Coding Standards: Upgrade WPCS to 1.0.0 
WPCS 1.0.0 includes a bunch of new auto-fixers, which drops the number of coding standards issues across WordPress significantly. Prior to running the auto-fixers, there were 15,312 issues detected. With this commit, we now drop to 4,769 issues.

This change includes three notable additions:
- Multiline function calls must now put each parameter on a new line.
- Auto-formatting files is now part of the `grunt precommit` script. 
- Auto-fixable coding standards issues will now cause Travis failures.

Fixes #44600.
