Adds the ability to ''locally'' run visual regression testing for wp-admin pages via `npm run test:visual`. Snapshots are stored on contributors' local machines.
Note:
Wiring to the CI is not included. Why? The challenges for the CI are storage of the artifacts and unreliability of testing these across different environments.
This commit is a first step towards visual regression testing. Running it locally provides a learning opportunity which could help to craft how to build it into the automated CI process.

Role="navigation" was required for assistive technology to recognize HTML5 element's native ARIA roles while HTML5 and ARIA were being introduced. With the deprecation of IE11, the role attribute is only required when mapping elements that don't have native role.

* Removes the PHPUnit `wordpressdevelop/phpunit` container as a service to the Docker environment.
* Updates `test:php` (the default way to run tests) to run the Composer PHPUnit package default.
* Removes the `test:php-composer` script.
There is no longer a need for core to keep the `wordpressdevelop/phpunit` container as a service in `docker-compose.yml`. Removing it will reduce the overhead and bandwidth needed to set up WordPress locally and remove confusion about its use.

In [51146], the `core-js` package replaced the deprecated `@babel//polyfill` one. The `core-js` package builds `wp-polyfill` from a configuration provided by `@wordpress/babel-preset-default` instead of copying a one size fits all polyfill.
That change caused an issue where plugins and themes relying on the `regenerator-runtime` script being included in the `wp-polyfill.js` file encountering fatal JavaScript errors.
This adds the `regenerator-runtime` package to Core and registers it as a dependency for `wp-polyfill`. While Core does not require `regenerator-runtime`, it will allow for a smoother transition to using `core-js`.
This dependency will be removed in a future version of WordPress, so developers are encouraged to add `regenerator-runtime` as a dependency for any custom script that requires it.

Previously, the file consisted of a generalized group of polyfills, and not all of them were required. This point release does not add any new Emoji and only slightly modifies 14 existing Emoji without changing their meanings.
Because of this, the same CDN location (currently `/images/core/emoji/13.0.1`) can be updated with the new versions and sites running WordPress 5.6 or higher will start using the updated versions once their cache expires.

This reintroduces [49358] with a modification to the `.travis.yml` file to avoid an issue with `dotenv-expand` being unable to expand variables into `process.env` only on Travis.
The `LOCAL_PHPUNIT` environment variabl allows the desired version of PHPUnit to be specified when running the PHP tests within the local Docker environment.
Because support for newer versions of PHPUnit is not backported, some versions of PHP need the ability to run multiple versions of PHPUnit for different branches. This adds the flexibility needed to use the Docker environment within those older branches to run the PHP tests.

This ticket exposes the packages-update script implemented at https://github.com/WordPress/gutenberg/pull/19448 on WordPress core.
By running "npm run wp-packages-update" all the WordPress packages are updated to the latest version. The command is very useful when updating the Gutenberg editor core exposes.
