6d07d415ec Have wp_delete_category wrap wp_delete_term. Move wp_delete_category into wp-includes scope for consistency. fixes #15008, props blepoxp.

bf13c1921f Complete the move to a seperate class file for #14820 props filosofo. 
Add support for replacing the class used. Fixes #14814 props filosofo.
