This is part of a larger project in cleaning up core's admin CSS. This collapses all colors used in the CSS to one of 12 blues, greens, reds, and yellows, 13 grays, pure black, and pure white. The colors are perceptually uniform from light to dark, half of each range has a 4.5 or higher contrast against white, the other half has a 4.5 or higher contrast against black.
Standardizing on this set of colors will help contributors make consistent, accessible design decisions. The full color palette can be seen here: https://codepen.io/ryelle/full/WNGVEjw

Using the canonical function name for PHP functions is strongly recommended, as aliases may be deprecated or removed without (much) warning.
This replaces all uses of the following:
* `join()` with `implode()`
* `sizeof()` with `count()`
* `is_writeable()` with `is_writable()`
* `doubleval()` with a `(float)` cast

This PR adds a new color scheme option, which uses a high luminosity blue spot color, almost-black menu, and pure white for menu items.
This helps increase contrast, and bring more consistency with some of the higher contrast colors used in the block editor.

The filter is the callback function added with `add_filter()`, therefore the hook passes a value to the filter, and the filter returns a value to change its behaviour.
The documentation is referring to the latter.

This avoids the performance overhead of the function call every time `dirname( __FILE__ )` was used instead of `__DIR__`.
This commit also includes:
* Removing unnecessary parentheses from `include`/`require` statements. These are language constructs, not function calls.
* Replacing `include` statements for several files with `require_once`, for consistency:
* `wp-admin/admin-header.php`
* `wp-admin/admin-footer.php`
* `wp-includes/version.php`

Translator comments should be on the line directly above the line containing the translation function call for optimal compatibility with various `.pot` file generation tools. The CS auto-fixing, which changed some inconsistent function calls to multi-line function calls, is part of the reason why this was no longer the case for a select group of translator comments.

As of `@wordpress/api-fetch@3.0.0` (introduced in 44812), the `apiFetch` nonce middleware must have its nonce value assigned explicitly, and will no longer listen for heartbeat ticks automatically. This changeset adds an inline script for the default registration of the `api-fetch` script handle to assign the nonce value in response to the heartbeat action. In doing so, it removes the now-unused, misnamed `rest-nonce` property from the heartbeat response, whose original introduction served as temporary compatibility with earlier versions of `@wordpress/api-fetch`.

On the Privacy Policy Guide, there is currently a ‘Copy’ button below each section of suggested text. It is unclear what copy means without more context. It could be assumed, for instance, that the suggested text is copied to a new page.
This changes the button text to read `Copy this section to clipboard` to more clearly inform the user what is copied and how.
