b8d62558a9 Docs: Remove @static notations from method DocBlocks in wp-admin/* classes. 
This tag has been used in the past, but should no longer be used. Just using the `static` keyword in code is enough for PhpDocumentor on PHP5+ to recognize static variables and methods, and PhpDocumentor will mark them as static.

8f95800d52 Code is Poetry. 
WordPress' code just... wasn't.
This is now dealt with.

015fb31933 Docs: Clarify the file header summary for wp-admin/includes/class-wp-internal-pointers.php, introduced in [34241]. 
Also adds a missing class DocBlock to `WP_Internal_Pointers`. See [19388].

d2bb55ee92 wp-admin/includes/template.php is now a loader for 3 files made via svn cp: 
* `Walker_Category_Checklist` class
* `WP_Internal_Pointers` class
* `template-functions.php`

This is BC for plugins that are loading `wp-admin/includes/template.php` for fun.
