There were two kinds of tests in this file:
* Tests for content of some files in the root directory:
* `license.txt`
* `SECURITY.md`
* `package.json`
* Tests for some utility functions of the test framework itself:
* `strip_ws()`
* `test_mask_input_value()`
The latter are now moved to their own file, `utils.php`.

This ensures that `WP_UnitTestCase::skipOnAutomatedBranches()` has access to the `GITHUB_REF` and `GITHUB_EVENT_NAME` variables, so that some tests can be skipped when appropriate.
Additionally, account for renaming the `master` branch to `trunk` in November 2021.

After subtracing `0.1` from a `X.1` current version, the result was a single digit without the `.0` decimal. Using `number_format()` ensures each current version has a decimal before appending the `.x` before the test.
This commit also reverts [55346] which was a temporary workaround.

Adds a `public` visibility to test fixtures, tests, data providers, and callbacks methods.
Adds a `private` visibility to helper methods within test classes.
Renames callbacks and helpers that previously started with a `_` prefix. Why? For consistency and to leverage using the method visibility. Further naming standardizations is beyond the scope of this commit.

This ensures that not only the return values match the expected results, but also that their type is the same.
Going forward, stricter type checking by using `assertSame()` should generally be preferred to `assertEquals()` where appropriate, to make the tests more reliable.

All PHP files in `/tests` now conform to the PHP coding standards, or have exceptions appropriately marked.
Travis now also runs `phpcs` on the `/tests` directory, any future changes to these files must conform entirely to the WordPress PHP coding standards. 🎉

Use of `date()` in core depends on PHP timezone set to UTC and not changed by third party code (which cannot be guaranteed).
`gmdate()` is functionally equivalent, but is not affected by PHP timezone setting: it's always UTC, which is the exact behavior the core needs.

Now that Travis has confirmed that it is sending messages to Slack when a test fails, we no longer need a failing test.
The failing test added in [40613] is reverted, as Travis has failed to fail at notifying us about failing tests.

To ensure that Travis is sending messages to Slack, a test needs to fail, so here's a failing test.
This failing test (and no other failing tests) will be reverted once Travis confirms that it isn't failing to message Slack about failing tests.

The point of the test is to demonstrate that PHP doesn't throw a notice when
calling `unset()` on an undefined array key. To placate PHPUnit's useless test
detection, we add a redundant assertion.

`WP_UnitTestCase::tearDown()` restores the test environment to the default
conditions, including rolling back the MySQL transaction that the test takes
place in, resetting globals, and unhooking test-specific filters. As such, all
teardown routines for specific tests should happen before the parent class's
`tearDown()` method is called. Failure to do so can cause database locks on
certain configurations, among other problems.
