The current coding standards note that the name of the class files should be based on the class name with `class-` prepended, and the underscores replaced by hyphens (see the [https://developer.wordpress.org/coding-standards/wordpress-coding-standards/php/#naming-conventions Naming Conventions] section in the handbook), except for the three legacy files: `class.wp-dependencies.php`, `class.wp-scripts.php`, `class.wp-styles.php`.
To bring more consistency to the codebase and make it easier to implement autoloading in the future, this commit renames those three legacy files to conform to the coding standards:
* `wp-includes/class.wp-dependencies.php` → `wp-includes/class-wp-dependencies.php`
* `wp-includes/class.wp-scripts.php` → `wp-includes/class-wp-scripts.php`
* `wp-includes/class.wp-styles.php` → `wp-includes/class-wp-styles.php`
Includes:
* Loading the new files from the old ones, for anyone that may have been including the files directly.
* Replacing references to the old filenames with the new filenames.

While using reserved PHP keywords as parameter name labels is allowed, in the context of function calls using named parameters in PHP 8.0+, this will easily lead to confusion. To avoid that, it is recommended not to use reserved keywords as function parameter names.
This commit renames the `$echo` parameter to `$display` in `WP_Styles` class methods.

`$this` is a pseudo-variable that cannot be used as the name of a function parameter, so renaming these helps prevent errors when implementing hook callback functions.

Previously, the method was called with two parameters in `::do_items()`, while the method signature only included one parameter.
Technically, this was not an issue as `WP_Dependencies::do_item()` is a placeholder meant to be overwritten when extending the class. When handling scripts, `WP_Dependencies` is extended with `WP_Scripts`, and the `$group` parameter was only used in `WP_Scripts::do_item()`, which does expect a second argument.
However, officially adding the parameter to `WP_Dependencies::do_item()` signature prevents code misunderstanding and avoids a warning in PHP code inspection tools.

When a theme declares HTML5 support for script and styles via `add_theme_support( 'html5', array( 'script', 'style' ) )`, the `type="text/javascript"` and `type="text/css"` attributes are omitted.
These attributes are unnecessary in HTML5 and cause warnings in the W3C Markup Validation Service.

Hook documentation should be on the line directly above the line containing the `do_action()` or `apply_filters()` call. The CS auto-fixing, which changed some inconsistent function calls to multi-line function calls, is part of the reason why this was no longer the case for a select group of duplicate hook references.

Prior to about 2013, many class methods lacked even access modifiers which made the `@access` notations that much more useful. Now that we've gotten to a point where the codebase is more mature from a maintenance perspective and we can finally remove these notations. Notable exceptions to this change include standalone functions notated as private as well as some classes still considered to represent "private" APIs.

This is a follow-up to [36604].
When processing dependencies `$this->group` will be the minimum of the script's registered group and all preceding siblings. This is wrong because only a scripts ancestors in the dependency chain should affect where it is loaded. Effectively `$this->group` introduced a form of global state which potentially corrupted the group of dependencies. Sorting covers up this problem.
The issue in #35873 was that script were not moving their dependencies to a lower group when necessary.
The fix:
* In `WP_Dependencies::all_deps()` pass the new `$group` value to `WP_Dependencies::all_deps()`. Previously the wrong value was passed because the parent script could have moved with `WP_Scripts::set_group()`.
* In `WP_Scripts::all_deps()` pass the `$group` parameter to `WP_Dependencies::all_deps()` so it doesn't always use `false` for `$group`. Same for `WP_Styles::all_deps()`.

The style `colors` gets registered with `true` as the source value which gets handled later by `wp_style_loader_src()`, a callback for the `style_loader_src` filter in `WP_Styles::_css_href()`. `wp_style_loader_src()` may return false, for example for the default color scheme.
This was removed in [36550].

RTL files are now created on build for core CSS files. These files replace the LTR file completely, rather than being in addition to the existing LTR file.
Benefits:
* For the user: less CSS is served in RTL, less HTTP requests on the frontend, and less work for the browser.
* For the core developer: Let the tools do the work.
Notes for core development:
* The file generation task is `grunt rtl`.
* `grunt watch` now handles generating RTL files in /build when a CSS file in /src is saved.
* /src is now locked to LTR. RTL testing must occur via /build. When attempting to run an RTL text direction with /src, an admin notice will display.
Expect RTL bugs. Please report them.

Prior to 3.7, these tags were not printed (and thus needed to be provided), but only in the admin and when concatenation was enabled. They should never be required. Strip them when we find them and issue a notice for incorrect usage.
