Andrew Ozz d6e6560980 Editor: 
- Use standard button styles for the Quicktags buttons.
- Better style for the TinyMCE buttons (hover/focus/active/disabled).
- Move the fullscreen (DFW) button to the right.
- Better style for the Visual/Text buttons in DFW.

Andrew Nacin 74d3e9103e Deactivate MP6 on update to 3.8. 
If left on, it introduces a lot of weird issues not easily diagnosed. MP6 will be updated before release to prevent itself from functioning 3.8+, but this will cut down on support requests by people who update core but not MP6, which was a fairly popular plugin.

fixes #26334.

Scott Taylor 268667e170 When WordPress is loaded in a function (e.g. unit tests) the variables initialized at the top level aren't globals, but we expect them to be. Explicitly make the version variables global.

Andrew Nacin d96b64c116 Commit [25823] should not have renamed AUTOMATIC_UPDATER_DISABLED to AUTOMATIC_UPDATES_DISABLED. 
The proper constant is AUTOMATIC_UPDATER_DISABLED. Keep the filter in line with that too.
