3514a52019 PHP 7.4: Fix another instance of array access on a datatype that cannot be accessed as an array.
PHP 7.4 adds a warning when trying access a null/bool/int/float/resource (everything but array, string and object) as if it were an array.

Follow up of [45639].

a7513ac8e0 I18N: Improve translator comments.
* Add missing translator comments.
* Fix placement of some translator comments. Translator comments should be on the line directly above the line containing the translation function call for optimal compatibility with various `.pot` file generation tools. The CS auto-fixing, which changed some inconsistent function calls to multi-line function calls, is part of the reason why this was no longer the case for a select group of translator comments.

Includes minor code layout fixes.

Polyglots, rejoice! All WordPress core files now have translator comments for all strings with placeholders!

There are a lot of places in Core that link to https://wordpress.org/support/ for the support forums, but that's now the URL for HelpHub. The new forums link is https://wordpress.org/support/forums/.

This is a follow-up to [45140], which changed the links in help tabs.

a511415d0a Administration: Improve user experience and clarify when in recovery mode.
This changeset introduces several changes around usability when recovery mode is active:

* Display a notice in the admin clarifying that the user is in recovery mode.
* Use a highlight color for the admin bar link to exit recovery mode.
* Exit recovery mode automatically when logging out.
* Include a recovery mode indicator in the title tag.

97bb59d939 Plugins: Block plugin updates if required PHP version is not supported.
When a plugin states it requires a specific minimum PHP version (as defined in the `requires_php` field included in the plugin update API response), a user should not be allowed to update that plugin when the server does not satisfy the minimum PHP version.

When this scenario is encountered, the update buttons and links are disabled and links to educational resources about PHP are displayed to the user with a notice.

WordPress version links in the Codex (eg, https://codex.wordpress.org/Version_5.0) are redirected to their HelpHub equivalent.

Rather than relying on the redirect, Core and link directly to HelpHub.

a75d153eee Coding Standards: Upgrade WPCS to 1.0.0
WPCS 1.0.0 includes a bunch of new auto-fixers, which drops the number of coding standards issues across WordPress significantly. Prior to running the auto-fixers, there were 15,312 issues detected. With this commit, we now drop to 4,769 issues.

This change includes three notable additions:
- Multiline function calls must now put each parameter on a new line.
- Auto-formatting files is now part of the `grunt precommit` script. 
- Auto-fixable coding standards issues will now cause Travis failures.

Fixes #44600.

8df2151660 General: Improve terminology used when referring to installations of WordPress and its extensions.
"Install" is not a noun, and while it might be acceptable to use the verb as a noun, it is not correct. Using the correct
noun, "installation", increases clarity, especially for non-native English speakers.

This change fixes the usage in user-facing text and in developer documentation.

e353179ce5 Bootstrap: Revert [38399] as it's broken /build/ and subsequently core.svn.wordpress.org.
The generated classmaps reference `/src/` files and operates in the assumption that the base directory is one level above `wp-settings.php`, which it isn't after our build processes are run.

388690382c Bootstrap: Autoload classes using a Composer-generated PHP 5.2-compatible Autoloader.
* `wp-admin` and `wp-includes` are scanned for classes to autoload
* Several 3rd-party and Ryan McCue-shaped libraries are excluded when the classmap is generated, see `composer.json`: `autoload.exclude-from-classmap`
* `wp-vendor/autoload_52.php` is included at the top of `wp-settings.php` - no changes need to be made to unit tests to include the autoloader
* An avalanche of `require()` and `require_once()` calls that loaded class files have been removed from the codebase.

The following files have been added to `svn:ignore` - they are not 5.2-compatible and fail during pre-commit:
* src/wp-vendor/autoload.php
* src/wp-vendor/composer/autoload_real.php
* src/wp-vendor/composer/autoload_static.php
* src/wp-vendor/composer/ClassLoader.php

We favor these files instead:
* src/wp-vendor/autoload_52.php
* src/wp-vendor/composer/autoload_real_52.php
* src/wp-vendor/composer/ClassLoader52.php

When new PHP classes are added to the codebase, simply run `composer install` or `composer update` from the project root to update the autoloader.

The future is now.

a02d4c4a16 Update/Install: Replace "error" and "-1" failure messages with a more meaningful one.
* "-1" is an invalid nonce error, show 'An error has occurred. Please reload the page and try again.'.
* "error" means that the connection to the server was lost, show 'Connection lost or the server is busy. Please try again later.'.
* Escape the message in `wp-updates-admin-notice` because the response may include HTML.
* Remove HTML tags in `wp.updates.isValidResponse()` to make PHP's error messages more readable.

10906c673f Updates: Improve bulk update failure notice
When doing a bulk update, if there are failures the user needs to know about that. This makes it clearer that you can click on the notification to see more details, especially for screen reader users.

2a2539402f Accessibility: Improve accessibility for the Plugin details modal.
The plugin details modal can be invoked from several screens. There's now a new
`.open-plugin-details-modal` CSS class to be used in combination with the
`.thickbox` CSS class that adds everything needed for accessibility.

- Adds an ARIA role `dialog` and an `aria-label` attribute to the modal
- Adds a `title` attribute to the iframe inside the modal
- Constrains tabbing within the modal
- Restores focus back in a proper place when closing the modal

Also, improves a bit the native Thickbox implementation: it should probably be
replaced with some more modern tool but at least keyboard focus should be moved
inside the modal.

Fixes #33305.

ddfbfce2e6 Pass data consistently on plugin, network plugin, and network theme screens.
List tables on these three screens look similar but come with unexpected caveats.
The network themes screen in particular has been neglected, using a `.plugin`
class to inherit its sibling's styles and not providing classes and data
attributes that the other two offer. This will provide some more consistency.

599fb50e09 Revert [34778], continue using _site_option() for the current network.
The `_network_option()` parameter order will be changing to accept `$network_id` first. The `_site_option()` functions will remain in use throughout core as our way of retrieving a network option for the current network.

d55800a4f2 In the style of #30947 and default-filters.php, add 2 new files to wp-admin/includes:
`admin-filters.php`
`ms-admin-filters.php`

There are random actions and filters littered among files like `misc.php`. These files contain functions that won't work outside of admin context and are typically only loaded in files that have already loaded the admin bootstrap.
