9d88dbac58 External Libraries: Revert [46634-46635]. 
On further investigation, Plupload changed it’s license to a non-GPL compatible license. The newest, GPL compatible version is being used already in Core.

669e701a5b External Libraries: Update Plupload from 2.1.9 to 2.3.6. 
This change also updates the MoxieJS dependency from 1.3.5 to 1.5.7, converts Plupload to a dependency in NPM, and integrates all relevant parts into the build process.

943320fa03 Accessibility: Script Loader: Remove jQuery as dependency of admin-bar after [46440]. 
A better approach needs to be explored, as there are valid concerns for potential conflicts between different jQuery versions added by themes or plugins.

3207d9a47e Accessibility: Script Loader: Add jQuery as dependency of admin-bar. 
On the front end, themes that don't use jQuery make the admin bar fallback to the non-jQuery implementation. Some important features miss from the non-jQuery `admin-bar.js` part, for example `hoverintent` and, most importantly, the touch events for the mobile menu don't work at all.

Enqueueing jQuery is the simplest option for now. For the future, a complete rewriting of `admin-bar.js` in plain JavaScript is highly recommended.

37cdffd3cc Accessibility: Media: Add more headings in the Media Modal. 
Headings are the predominant mechanism for screen reader users to find information in a page. They also help all users to better identify the main sections of user interfaces.

- adds three new headings within the media modal 
- improves plural form translation for "item selected" by using `wp.i18n`
- horizontally centers the media modal menu in the responsive view

01b18e824f Accessibility: Media: Make screen readers announce the Media search results. 
- adds audible messages via `wp.a11y.speak()` to announce the search results 
- removes a `keyup` event that was there only to support old browsers 
- removes `aria-modal="true"` from the media modal dialog as it prevents the ARIA live regions to be perceived by screen readers
- triggers the search only after 2 ASCII characters have been typed

5fdf48c0ec Script Loader: Introduce HTML5 support for scripts and styles. 
When a theme declares HTML5 support for script and styles via `add_theme_support( 'html5', array( 'script', 'style' ) )`, the `type="text/javascript"` and `type="text/css"` attributes are omitted.

These attributes are unnecessary in HTML5 and cause warnings in the W3C Markup Validation Service.

759ee944c6 Uploads: After an image is uploaded and PHP times out or runs out of memory during post-processing (the server response is HTTP 500 error), try to resize it three more times. Then, if all attempts fail, do a cleanup of any sub-sizes that may have been created and show an error message asking the user to scale the image and upload it again.

a7513ac8e0 I18N: Improve translator comments. 
* Add missing translator comments.
* Fix placement of some translator comments. Translator comments should be on the line directly above the line containing the translation function call for optimal compatibility with various `.pot` file generation tools. The CS auto-fixing, which changed some inconsistent function calls to multi-line function calls, is part of the reason why this was no longer the case for a select group of translator comments.

Includes minor code layout fixes.

Polyglots, rejoice! All WordPress core files now have translator comments for all strings with placeholders!

5ed5587545 PHP 7.4 compatibility fix / accessing arrays/string using curly brace syntax 
PHP used to allow both square brackets and curly braces to be used interchangeably for accessing array elements and string offsets. The curly bracket syntax is only allowed in a limited set of cases and can be confusing for people not used to it.
PHP 7.4 will deprecate the curly brace syntax for accessing array elements and string offsets and it is expected that support will be completely removed in PHP 8.0.

* Include `forms.css` and `l10n.css`, for consistency with login screen and other admin screens.

2264493b0d Bundled Theme: Load Google fonts with display=fallback parameter for better UX in case the font cannot be loaded. 
Providing this query parameter ensures the stylesheet contains the `font-display: fallback` rule. This changeset also updates the Open Sans font used by core accordingly.
