fdd333fa47 Code Modernization: Correct fallback return value in get_the_author().
If the `$authordata` global is not set, `get_the_author()` returned `null`, causing a PHP 8.1 "null to non-nullable" deprecation notice in `ent2ncr()` hooked via `the_author` filter:
{{{
str_replace(): Passing null to parameter #3 ($subject) of type array|string is deprecated
}}}

This commit updates `get_the_author()` to return an empty string if called before `$authordata` is set, bringing consistency with a few other similar functions which also return an empty string in this case:

* `get_the_author_meta()`
* `get_the_author_posts_link()`
* `get_the_modified_author()`

0a91a53cf7 Users: Use a separate variable for the post counts query in wp_list_authors().
This avoids a collision if `wp_list_authors()` is called with the `optioncount` parameter enabled, and the resulting array for the post counts query contains a key that matches the ID of a user who does not have any posts.

6663deb764 Users: Make wp_list_authors() and wp_list_users() filterable.
This commit adds three filters to customize the `wp_list_authors()` and `wp_list_users()` output:

* `wp_list_authors_args`: Filters the query arguments for the list of all authors of the site.
* `pre_wp_list_authors_post_counts_query`: Filters whether to short-circuit performing the query for author post counts. This may be useful to account for custom post types or post statuses.
* `wp_list_users_args`: Filters the query arguments for the list of all users of the site.

2d9073413f I18N: Use a translatable string for displaying a user's first name and last name.
That allows locales to switch the order of the first name and last name, should they prefer to do so.

The string was previously used in `wp_insert_user()` and is now reused in other places for consistency:

* `WP_MS_Users_List_Table::column_name()`
* `WP_Users_List_Table::column_name()`
* `wp_list_authors()`
* `wp_list_users()`

Note: This also removes the `wp_list_author_full_name` filter, introduced for the same purpose in `wp_list_authors()`, as redundant for now.

Follow-up to [53486].

336960897d Build/Test Tools: Introduce automated PHP compatibility checking.
This change introduces a new Composer script, `compat` that will scan the codebase for (detectable) potential PHP compatibility issues using the `PHP_CodeSniffer` and a custom ruleset based off of the `PHPCompayibilityWP` ruleset (`phpcompat.xml.dist`).

The command will be run as a separate job within each Travis build. While many compatibility issues and false positives have already been corrected in this commit and other Trac tickets, there are still some remaining. For that reason, the job is allowed to fail while the remainder of the potential compatibility issues are investigated and addressed. After those are resolved, the job should be set as required to pass to help prevent new compatibility issues from being introduced.

a7513ac8e0 I18N: Improve translator comments.

* Fix placement of some translator comments. Translator comments should be on the line directly above the line containing the translation function call for optimal compatibility with various `.pot` file generation tools. WPCS 1.0.0 includes a bunch of new auto-fixers, which drops the number of coding standards issues across WordPress significantly. Prior to running the auto-fixers, there were 15,312 issues detected. With this commit, we now drop to 4,769 issues.

- Multiline function calls must now put each parameter on a new line.
- Auto-formatting files is now part of the `grunt precommit` script.
- Auto-fixable coding standards issues will now cause Travis failures.

dbace684e2 Editor: Add CodeMirror-powered code editor with syntax highlighting, linting, and auto-completion.
* Code editor is integrated into the Theme/Plugin Editor, Additional CSS in Customizer, and Custom HTML widget. Code editor is not yet integrated into the post editor, and it may not be until accessibility concerns are addressed.
* The CodeMirror component in the Custom HTML widget is integrated in a similar way to TinyMCE being integrated into the Text widget, adopting the same approach for integrating dynamic JavaScript-initialized fields.
* Linting is performed for JS, CSS, HTML, and JSON via JSHint, CSSLint, HTMLHint, and JSONLint respectively. Linting is not yet supported for PHP.
* When user lacks `unfiltered_html` the capability, the Custom HTML widget will report any Kses-invalid elements and attributes as errors via a custom Kses rule for HTMLHint.
* When linting errors are detected, the user will be prevented from saving the code until the errors are fixed, reducing instances of broken websites.
* The placeholder value is removed from Custom CSS in favor of a fleshed-out section description which now auto-expands when the CSS field is empty. See #39892.
* The CodeMirror library is included as `wp.CodeMirror` to prevent conflicts with any existing `CodeMirror` global.
* An `wp.codeEditor.initialize()` API in JS is provided to convert a `textarea` into CodeMirror, with a `wp_enqueue_code_editor()` function in PHP to manage enqueueing the assets and settings needed to edit a given type of code.
* A user preference is added to manage whether or not "syntax highlighting" is enabled. The feature is opt-out, being enabled by default.
* Allowed file extensions in the theme and plugin editors have been updated to include formats which CodeMirror has modes for: `conf`, `css`, `diff`, `patch`, `html`, `htm`, `http`, `js`, `json`, `jsx`, `less`, `md`, `php`, `phtml`, `php3`, `php4`, `php5`, `php7`, `phps`, `scss`, `sass`, `sh`, `bash`, `sql`, `svg`, `xml`, `yml`, `yaml`, `txt`.

27361e6ffe Networks and sites: Replace "blog" usage with "site" in docs.
Multisite functions use the term "blog" to refer to what we now call a "site," e.g. `get_current_blog_id()`. These functions are here to stay because of our commitment to backwards compatibility. What we can do is set the documentation straight.
