3cefc7c7ff Administration: Use wp_admin_notice() in /wp-admin/.
Add usages of `wp_admin_notice()` and `wp_get_admin_notice()` on `.notice-[type]` in the root level of `/wp-admin/`. Ongoing task to implement new function across core.

75072ed2e9 Help/About: Use the new /documentation/ URLs for links about WordPress version.
As `https://wordpress.org/support/` was redirected to `https://wordpress.org/documentation/`, this changeset replaces various `/support/*` links with `/documentation/*` to avoid extra redirects.

0a422d3f4b Help/About: Use the new /documentation/ URLs for HelpHub links in WordPress Admin.
As `https://wordpress.org/support/` was redirected to `https://wordpress.org/documentation/`, this changeset replaces various `/support/article/*` links with `/documentation/article/*` to avoid an extra redirect.

This also updates links to Support Forums by replacing `https://wordpress.org/support/` URLs with `https://wordpress.org/support/forums/`.

387269d5e5 Help/About: Improve typography in the Welcome to your WordPress Dashboard! text.
Per the general consensus in #8714 and similar tickets, user-facing strings should use “curly quotes” for better typography.

Remove the `svn:executable` property that appears to be added accidentally.

032b98dbdd Help/About: Simplifies WordPress version in "Help" sidebar.
Simplifies the logic for when not in alpha/beta/RC.

The changelog URL is translatable in a few other places in core. This commit uses the same pattern for consistency.

9007b1dd3a Help/About: add WordPress version to contextual "Help" sidebar area.
This change adds a new way for users to quickly identify what version of WordPress they are looking at, directly from the "Help" sidebar on the main "Dashboard" page.

* Stable versions will link to their respective support documents.
* Development versions (alpha/beta/RC) will not link anywhere.

e72fff9cef Code Modernization: Replace dirname( __FILE__ ) calls with __DIR__ magic constant.
This avoids the performance overhead of the function call every time `dirname( __FILE__ )` was used instead of `__DIR__`.

This commit also includes:

* Removing unnecessary parentheses from `include`/`require` statements. These are language constructs, not function calls.
* Replacing `include` statements for several files with `require_once`, for consistency:
 * `wp-admin/admin-header.php`
 * `wp-admin/admin-footer.php`
 * `wp-includes/version.php`

a75d153eee Coding Standards: Upgrade WPCS to 1.0.0
WPCS 1.0.0 includes a bunch of new auto-fixers, which drops the number of coding standards issues across WordPress significantly. Prior to running the auto-fixers, there were 15,312 issues detected. With this commit, we now drop to 4,769 issues.

This change includes three notable additions:
- Multiline function calls must now put each parameter on a new line.
- Auto-formatting files is now part of the `grunt precommit` script. 
- Auto-fixable coding standards issues will now cause Travis failures.

A mad proposal nearly laid me—down out cold—upon the floor.
Curious, I listened closely;—to a plan I agreed with, mostly—
A way to make our JavaScript—JavaScript which was a chore—
Maintainable, extendable, for the future, is what I saw.
            Guten-ready for evermore.

Open here I switch to Slack, when, with many a patch and hack,
In there stepped Omar, a JavaScript developer hardcore;
Pronouncing all the changes fit; ready now to be commit;
“There’s nothing else for us to do,” DMing me, “It’s done!” he swore—
“No longer random guessing at which file need next be explored—
            Let’s move on, we’re all aboard.”

Moved all together, grouped and managed, in folders all is packaged,
The code had all been cleaned and tidied, important parts moved to the fore,
