The parent methods should always be called before any test-specific functionality is set up, unless there is a specific and documented reason.

When SimplePie parses HTTP headers, it combines multiple values for the same header into a comma-separated string. `WP_SimplePie_File` overrides the parsing, but was leaving them as an array instead.
That lead to a fatal error in PHP 8, because other parts of the codebase ended up passing an array to a function that expected a string.

This updates the codebase to use explicit visibility modifiers introduced in PHP 5.

This ensures that not only the return values match the expected results, but also that their type is the same.
Going forward, stricter type checking by using `assertSame()` should generally be preferred to `assertEquals()` where appropriate, to make the tests more reliable.

This avoids the performance overhead of the function call every time `dirname( __FILE__ )` was used instead of `__DIR__`.
This commit also includes:
* Removing unnecessary parentheses from `include`/`require` statements. These are language constructs, not function calls.
* Replacing `include` statements for several files with `require_once`, for consistency:
* `wp-admin/admin-header.php`
* `wp-admin/admin-footer.php`
* `wp-includes/version.php`

All PHP files in `/tests` now conform to the PHP coding standards, or have exceptions appropriately marked.
Travis now also runs `phpcs` on the `/tests` directory, any future changes to these files must conform entirely to the WordPress PHP coding standards. 🎉

Displaying the correct build date in feeds is as important today as it was twelve years ago when this ticket was opened.
Fix an issue where all feeds in WordPress showed the same date for their last build date (the datapoint is `lastBuildDate`, `updated` or `dc:date` depending on the feed type).
Introduce a new `get_last_build_date` filter to adjust the date used for `lastBuildDate`. Developers who previously filtered `get_lastcommentmodified` to alter feed dates should use this filter instead.
* `get_last_build_date` extracts the latest post (or comment) in the current WP_Query object.
* In all feed templates, use `get_last_build_date` vs `get_lastpostmodified( 'GMT' );`.

WPCS 1.0.0 includes a bunch of new auto-fixers, which drops the number of coding standards issues across WordPress significantly. Prior to running the auto-fixers, there were 15,312 issues detected. With this commit, we now drop to 4,769 issues.
This change includes three notable additions:
- Multiline function calls must now put each parameter on a new line.
- Auto-formatting files is now part of the `grunt precommit` script.
- Auto-fixable coding standards issues will now cause Travis failures.

This reverts the source code from the commit for #30210 to prevent valid but empty feeds from returning 404 file not found errors for the home and custom feeds.
The tests in the commit that remain applicable are retained.

Multiple improvements to the RSS2 automated tests along with the addition of Atom tests.
1. General whitespace cleanup (since the rss2 file serves as the base of the atom file).
2. Adds an author and category to the tests.
3. Since the content of the posts is the same, we don't need to test all of the post content.
4. Adds many posts so that the post count can be checked

This makes it way easier to add fixtures, and tear them down, without needing to instantiate `WP_UnitTest_Factory` in every class - removes the need to call `commit_transaction()` in each individual class.

Previously, the tests were using '/feed/' in their `go_to()` statements, but
testing nodes for URLs like '?p='. This mismatch created unpredictable results
when the run in certain sequences with other groups of unit tests.
