21c38bb6b3 Tests: Minimize file copying in WP_REST_Attachments_Controller tests.
The tests use two images that were deleted on teardown and recreated on setup for every single test. This appears to be unnecessary, as the files can instead only be recreated if they are missing, and deleted after the test run is complete.

This commit reduces ~200 redundant file copying operations to ~5 when running this test class.

3b3d7ebb71 Media: Revert WebP generation.
Given [https://make.wordpress.org/core/2022/09/11/webp-in-core-for-6-1/ Matt's recent post about removing WebP from core] and possibly implementing the feature in a future [https://make.wordpress.org/core/2022/09/11/canonical-plugins-revisited/ "Canonical Plugin"], this change reverts changesets [54086], [54094], and [54097].  Additionally, [54210] contained a coding standards follow-up in one of the affected files that is no longer needed.

ff56396bf3 Tests: Use the factory method instead of the property.
This replaces all references to the `WP_UnitTestCase_Base::$factory` property with static function calls to the `WP_UnitTestCase_Base::factory()` method.

This is a consistency improvement for the test suite.

3099698d7b Media: Output WebP by default when uploading JPEGs.
Uploaded JPEGs will automatically be converted to WebP sub-sizes instead of JPEG, saving space and making sites faster.

The original JPEG upload is always retained and can be accessed by calling `wp_get_original_image_url`.

4610a4b22c Tests: Use correct post_author value in WP_Test_REST_Attachments_Controller.
The `$editor_id` property is declared as static, so can only be approached as static, even when used within the same class in which the property is declared.

Using non-static access will result in `null`. See: https://3v4l.org/93HQL

This PHP notice was hidden so far, due to the existence of magic methods in the `WP_UnitTestCase_Base` class.

All the same, the magic methods as they were, would also return `null` for this property. All in all, the attachment being created for this test would never get the correct `post_author`.

Fixed by using static access to approach the static property.

This bug was discovered while fixing (removing) the magic methods in the `WP_UnitTestCase_Base` class in an effort to improve compatibility with PHP 8.2.

> PHPUnit 8.0.0 introduced a `void` return type declaration to the "fixture" methods – `setUpBeforeClass()`, `setUp()`, `tearDown()` and `tearDownAfterClass()`. As the `void` return type was not introduced until PHP 7.1, this makes it more difficult to create cross-version compatible tests when using fixtures, due to signature mismatches.
>
> The `Yoast\PHPUnitPolyfills\TestCases\TestCase` overcomes the signature mismatch by having two versions. The correct one will be loaded depending on the PHPUnit version being used.

c70fe62ed1 Tests: Replace assertContains() with assertStringContainsString() when used with strings.
Using the `assertContains()` and `assertNotContains()` methods with string haystacks was deprecated in PHPUnit 8 and removed in PHPUnit 9.

While WordPress test suite currently only supports PHPUnit up to 7.5.x, this allows us to switch to newer assertions ahead of adding full support for PHPUnit 8+.

These methods introduced in PHPUnit 7.5 should be used as an alternative:

* `assertStringContainsString()`
* `assertStringContainsStringIgnoringCase`
* `assertStringNotContainsString()`
* `assertStringNotContainsStringIgnoringCase`

As WordPress currently uses PHPUnit 5.7.x to run tests on PHP 5.6, polyfills for these methods were added to the `WP_UnitTestCase` class for PHPUnit < 7.5.

b396844d38 Tests: Clean up skipping conditions and requirements for various tests.
This improves the consistency of test skipping and ensures that:

* The `@requires` annotations use the right condition and format, and are on the right level (class vs. function).
* Inline conditions with a `markTestSkipped()` call are only used when annotations cannot be used.
* All `markTestSkipped()` calls contain a verbose explanation of why the test is being skipped.

7f049d3ac1 REST API: Return detailed error information from request validation.
Previously, only the first error message for each parameter was made available. Now, all error messages for a parameter are concatenated. Additionally, the detailed error for each parameter is made available in a new `details` section of the validation error. Each error is formatted following the standard REST API error formatting.

The `WP_REST_Server::error_to_response` method has been abstracted out into a standalone function `rest_convert_error_to_response` to allow for reuse by `WP_REST_Request`. The formatted errors now also contain an `additional_data` property which contains the additional error data provided by `WP_Error::get_all_error_data`.

6df02a9ce2 REST API: Introduce modified_before and modified_after query parameters for the posts endpoints.
These parameters work just the same as `before` and `after` except they operate on the post modified date instead of the post published date.

e8435082d6 Build/Test Tools: Standardise the name, signature, and usage of the wpSetUpBeforeClass() method that's used in test classes.
This brings consistency to this often-used method, and allows IDEs to provide help to developers when using its `$factory` parameter.

e66f459435 REST API: Don't validate status if it hasn't changed.
In particular, this allows for sending `status=inherit` to an attachment if it's current status is `inherit`. This status would be rejected because it is an "internal" post status which isn't exposed.

As a general rule, a developer should always be able to PUT back a GET response without error.

2a8dae456d General: Remove noreferrer from wp_targeted_link_rel() and other uses.
When `noopener noreferrer` was originally added in #37941 and related tickets, the `noreferrer` bit was specifically included due to Firefox not supporting `noopener` at the time.

Since `noopener` has been supported by all major browsers for a while, it should now be safe to remove the `noreferrer` attribute from core.

5d1a29deaa Tests: Require imagejpeg() function in some REST API attachments controller tests.
This outputs a proper message if the requirement is not met, instead of an obscure failure further in the test.

These tests rely on multiple resized copies of a test JPEG image being generated and available.

51a7210589 Tests: Correct the check for image sizes in some REST API attachments controller tests.
If the sizes data could not be retrieved, the controller returns an empty object instead of an array.

This makes sure that the value is in fact an array before proceeding, and outputs a proper message in case of failure, instead of an obscure PHP error further in the test.

This ensures that not only the array values being compared are equal, but also that their type is the same.

These new methods replace most of the existing instances of `assertEqualSets()` and `assertEqualSetsWithIndex()`.

Going forward, stricter type checking by using `assertSameSets()` or `assertSameSetsWithIndex()` should generally be preferred, to make the tests more reliable.

9c220ffaf7 Code Modernization: Fix PHP 8 deprecation notices for optional function parameters declared before required parameters.
As it already was not possible to pass the required parameters without also passing the optional one anyway, removing the default value for the (not so) optional parameters should not affect backward compatibility.

This change affects three functions in core:

* `get_comment_delimited_block_content()`
* `do_enclose()`
* `_wp_delete_tax_menu_item()`

e51a554f5d REST API: Introduce endpoint for editing images.
To facilitate inline image editing in Gutenberg, a new endpoint at wp/v2/media/<id>/edit has been introduced. This is functionally similar to the existing ajax image editor, however the REST API editor creates a new attachment record instead of updating an existing attachment.

4848b1e3aa REST API: Add support for continuing the post-processing of images after upload. Flow:
1. `POST /wp/v2/media`.
2. If the upload failed (HTTP 500 error), look for a response header with `X-WP-Upload-Attachment-ID` header that contains the newly created attachment ID.
3. `POST /wp/v2/media/{id}/post-process` with `{ "action": "create-image-subsizes" }`. This request may still fail, but it will save its progress.
4. On continued failure, `DELETE /wp/v2/media/{id}` to give up on the upload and instruct the user to resize their image before uploading.

58aad3837f REST API: Ensure "Allow" header is returned for OPTIONS requests.
This changeset ensures `$request->set_url_params()` is called while fulfilling OPTIONS requests, where previously it was skipped because OPTIONS requests short-circuit the logic in `dispatch` which handles this setup for other request methods. Omitting the URL parameters prevented the Allow header from being set.

3bcf9f7e46 Tests: Replace uses of $this->server with rest_get_server().
In [42724], `$this->server` was replaced with `rest_get_server()` for better memory recycling.

[43862], from the 5.0 branch, was merged into trunk in [44225] and used the now unavailable `$this->server`.

This updates the new tests from the 5.0 branch to use the expected `rest_get_server()`.

894a8e02d2 REST API: Include permalink_template/generated_slug for Posts
In order for clients to present permalink previews, the REST API must share the computed results of get_sample_permalink(). These two values are now exposed as permalink_template and generated_slug for public, viewable post types, but only for context=edit.

In [43437], the link definition implementation caused attachment links to be unexpectedly nested under an attributes key. This changeset restores the prior behavior.

a75d153eee Coding Standards: Upgrade WPCS to 1.0.0
WPCS 1.0.0 includes a bunch of new auto-fixers, which drops the number of coding standards issues across WordPress significantly. Prior to running the auto-fixers, there were 15,312 issues detected. With this commit, we now drop to 4,769 issues.

This change includes three notable additions:
- Multiline function calls must now put each parameter on a new line.
- Auto-formatting files is now part of the `grunt precommit` script. 
- Auto-fixable coding standards issues will now cause Travis failures.

Fixes #44600.

66f537e702 REST API: Attachments controller should respect upload limits.
When the REST API is in use on WordPress multisite, the `WP_REST_Attachments_Controller` should respect the "Max upload file size" and "Site upload space" site options.
