When meta_type is passed with orderby => meta_value, orderby must also use CAST() to avoid scenarios like: SELECTing by UNSIGNED and then ordering by CHAR. Adds unit test.

Move PHPUnit tests into a tests/phpunit directory.

wp-tests-config.php can/should reside in the root of a develop checkout. `phpunit` should be run from the root.
