e4bda140d4 Build/Test Tools: Remove Internet Explorer 11 from the browserslist.
This officially removes support for Internet Explorer 11 in the CSS files run through the build process in Core.

Individual tickets should be opened for removing each manually maintained area of the code base targeting IE11.

The resulting changes to CSS files are included in this commit.

Fixes #53077.

e2bb839d08 Administration: Make focus states consistent in admin menu when collapsed.
When collapsed or on a small screen, these styles would override the color schemes, causing a dark background to appear regardless of the color scheme's settings. This change also uses `focus-within` to show or hide the menu item's arrow, consistent with how the arrow behaves on hover.

9f03cdadcb Administration: Standardize colors used in CSS to a single palette.
This is part of a larger project in cleaning up core's admin CSS. This collapses all colors used in the CSS to one of 12 blues, greens, reds, and yellows, 13 grays, pure black, and pure white. The colors are perceptually uniform from light to dark, half of each range has a 4.5 or higher contrast against white, the other half has a 4.5 or higher contrast against black.

Standardizing on this set of colors will help contributors make consistent, accessible design decisions. The full color palette can be seen here: https://codepen.io/ryelle/full/WNGVEjw

51fe5978b6 Build/Test Tools: Update CSS files after grunt precommit:css.
This removes instances of the `-moz-user-select` property, which was required until Firefox 68.

Firefox is currently in version 84, so these can safely be removed.

3d31284c5e Administration: Remove any CSS related to Internet Explorer versions 6 – 10.
In WordPress 3.2 support for IE6 was dropped, IE7 followed a few versions later. With the 4.8 release, WordPress officially ended support for Internet Explorer versions 8, 9, and 10. Yet, we still have shipped CSS for the unsupported IE versions....until now! Goodbye to ie.css and star hacks!

* Removes ie.css and `ie` style handle.
* Removes IE specific class names and any related CSS.
* Drops support for IE8 and older in `wp_customize_support_script()`.
* Updates compatibility mode for CSS minification to `ie11`.

01b2c8e34b Accessibility: Improve the Comments and Privacy count text.
- standardizes the Comment count string to `%s Comment in moderation', '%s Comments in moderation` so it can be bulk-updated
- adds the string as visually hidden text in the admin menu 
- introduces an `updateInModerationText` JS simple function, responsible to correctly update all the related text using the data from the AJAX response
- adds a visually hidden text "1 Privacy Policy update" to the Privacy menu items count
- adds/improves translators comments

Changes that apply to all the count bubbles (Updates, plugins, etc.)
- makes the bubbles and their text slightly bigger
- improves the active menu item bubble contrast by changing the background color to red (option 2 in the screenshot attached in a previous comment)

2d4ae6ce6d Accessibility: Add focus styles for Windows High Contrast mode.
Introduces in core new focus styles dedicated to Windows High Contrast mode. The 
new styles use a transparent CSS outline as already explored in the Block Editor.
This first part covers some of the main user interface controls like buttons, links,
and media views elements. Other parts will be addressed in the next future.

This also removes alot of no longer necessary CSS. It served us well, but we are never getting back together with IE8,9,10.

So, in the (paraphrased) words of Taylor Swift:

I remember when we dropped support  the first time

When you said you needed flexbox. (What?)

9768ec2b97 Administration: Ensure collapse menu is usable with a keyboard
Currently, the "Collapse menu" item is not focusable and keyboard users can't collapse/expand the admin menu. This aims to fix it so that screen readers no longer announce it as a clickable but it remains unfocusable and thus unusable. So it's now a button.

Quoting joedolson at WordCamp Chicago 2014:
"If it's supposed to act like a button, it should be a button."

Also includes a grunt:precommit run that picked up some postcss changes to src/wp-includes/css/customize-preview.css

e7a184a832 Toolbar: Allow submenus to be closed with a second tap on touch devices.

cbb528de0f RTL CSS generation: Switch from CSSJanus to RTLCSS.
CSSJanus (introduced in [26107]), we had a great time with you, but sadly you don't like our fancy CSS.

RTLCSS is a framework for converting CSS from LTR to RTL, same as CSSJanus, with support for more CSS properties like `transform`, `transition` or multiple box and text shadows.

Changes:
* devDependencies: Remove `grunt-cssjanus`, add `grunt-rtlcss`.
* RTLCSS uses `/* rtl:ignore */` to ignore a rule, switch existing `/* @noflip */` to the new directive.
* RTLCSS supports the `transform` property, means we can remove some ignore rules.
* RTLCSS supports string maps for custom replace rules. This commit includes a rule `import-rtl-stylesheet` which replaces ".css" with "-rtl.css" in URLs.

Notes for core development:
* The file generation task is still `grunt rtl`.
* If you have used `grunt cssjanus` before, use `grunt rtlcss` now.
* Remember the new directive `/* rtl:ignore */`.

7de002f960 Admin Menu: Auto fold the menu at 960px.
This gives us some more room at the post edit screen.
