Apply new focus styles from WordPress 5.3 more broadly. An updated focus style for form inputs, buttons, and link styled as buttons was added in WordPress 5.3; this commit makes other focus styles consistent with those changes so they meet accessibility standards for color contrast.

The native cursor style for labels and form controls is `default`, which is the platform-dependent default cursor. Typically an arrow. Historically, WordPress always used the `pointer` style for all form controls and labels. While this isn't standard, there is some value in using the `pointer` style for form controls. However, labels should use the default style especially when the associated controls are disabled.
Additionally, makes sure the disabled styling works for form controls with an `aria-disabled="true"` attribute.

Make the theme details modals in the Customizer and at Appearance > Themes consistent. Change the order of controls so both modals are in the same sequence, center all controls in both desktop and mobile views, and change delete link color to meet color contrast requirements.

The `{min|max}-device-pixel-ratio` syntax as a a non-standard CSS media feature that was used as an alternative to the now standard `resolution`. Prior to Safari 16.0, `-webkit-{min|max}-device-pixel-ratio` was needed to correctly support it.
This change is a result of the `caniuse-lite` update that was applied recently in [56065]. Though there were no changes to target browsers as a result of this update, it seems an upstream change identified these as unnecessary.

Move the visual positioning of the posts search form into it's DOM position. Fixes an accessibility bug where the keyboard focus sequence did not match the visual order. Change the media search form in list view to match the format of other post views. Give search forms a consistent layout on mobile.

Significant restructure of the admin image editor interface, but no new functionality. Reorganize editing buttons into a common region at the top of the editor. Move image rotation tools into a pop-out menu. Add 180 degree rotation option. Add scale button to control group. Move sidebar tools next to the editing canvas to improve visual proximity between action and result. Enlarge editing canvas and crop handles. Separate activating crop functions from applying crop. Add numeric inputs for crop & scale values.
A long term goal is to move undo/redo and cancel/save into the modal title bar, but that is not feasible without significant updates to the modal framework.

Adds styles into `wp-includes/css/classic-themes.css` to restore file block button element styling for classic themes.
Why?
In [54257] and [54118], button element styles were moved from each block to `theme.json`. For the file block, the download button styles were removed from the block's stylesheet. These changes impacted themes without a `theme.json` file (i.e. classic themes).
This changeset restores the styles for backwards-compatibility.

The non-focused state of the `.screen-reader-shortcut` element in the admin bar fails contrast tests. This has no real-world consequences, but raises false positives in some automated testing tools. This fix is largely so people using automated testing will not raise false positives.

In [54358], styling for Button blocks that had been removed from classic themes was reintroduced. However, it was added with a global scope, whereas editor styles are usually added with a `.editor-styles-wrapper` selector, which makes them more specific.
This change modifies the way that classic theme styles are added so that they also get wrapped in an `.editor-styles-wrapper` selector to match specificity.
Furthermore, adjust specificity for some Button block related styling in the editor for the Twenty Twelve and Twenty Twenty themes.

If a theme includes a `theme.json` file and sets a specific `font-style` on links, the font-style also changes the links in the WordPress admin bar, when the admin bar is visible on front-end. For example, this happens with the `pitch` style variation of Twenty Twenty-Three.
Using a default value for the `font-style` property prevents `theme.json` files from overriding it.

Change the input field used for `alt` attributes in the media library views from a text input to a textarea. This gives users more flexibility in resizing the field for easier management of longer alt attributes.
This patch includes a less-common use of `esc_attr` for a `textarea`. This is because the primary usage of the `alt` attribute will be escaped using `esc_attr`, and the value in editing should match the value output on the front end.

This new custom property, `--wp-admin--admin-bar--height`, reflects the admin bar's height and adjusts responsively on smaller screens. It can be used to offset content to avoid overlapping the admin bar, without needing to copy the media query.
This also removes a workaround only needed for Internet Explorer 6 and below.

When transition is `all`, it also applies to the icon size, which can cause a bug in Safari where icons get stuck in the wrong size when resizing the browser window. The only expected animation is on the color property, so the transition can be limited to just `color`.

This includes three minor updates to generated CSS files:
- A single `-webkit-` prefix is removed for `min-width`, which was required for Safari <= 10.1 (0.06% total global usage). WordPress only supports the last two versions.
- 2 instances where the `-o-` prefix are added for `tab-size`. This appears to be for Opera Mobile, which has creeped back over the 1% global usage.

In IE11, the floated icon causes the "Howdy, username" to wrap to a second line, preventing access to help tabs and possibly affecting the frontend. Changing the display fixes the layout, and prevents the wrap.

Replace infinitely autoloading behavior on scroll with a user-controlled load more button. Fix a long standing accessibility issue in the media library. Infinite scroll poses a wide range of problems for accessibility, usability, and performance.
This change modifies the library to load 40 items in the initial view, with a load more button to load the next 40 items and a button to move focus from the load more region to the first of the most recently added items.
The text for communicating the jump target was broadly discussed, agreeing that the text incorporated here would most concisely and clearly convey the purpose of the button, and any further detail is learnable from use.

This officially removes support for Internet Explorer 11 in the CSS files run through the build process in Core.
Individual tickets should be opened for removing each manually maintained area of the code base targeting IE11.
The resulting changes to CSS files are included in this commit.

This is part of a larger project in cleaning up core's admin CSS. This collapses all colors used in the CSS to one of 12 blues, greens, reds, and yellows, 13 grays, pure black, and pure white. The colors are perceptually uniform from light to dark, half of each range has a 4.5 or higher contrast against white, the other half has a 4.5 or higher contrast against black.
