b0f085ece3 Tests: Second pass at merging file-level and class-level DocBlocks in various unit test files.
Per the[https://developer.wordpress.org/coding-standards/inline-documentation-standards/php/#6-file-headers documentation standards], whenever possible, all WordPress files should contain a header DocBlock, regardless of the file’s contents – this includes files containing classes.

However, this recommendation makes less sense for unit test classes if not applied consistently, and the duplicate tags cause some confusion.

This commit aims to reduce confusion and avoid repeating information by combining the DocBlocks.

8fbe21a37a HTTP API: Fix request header inconsistencies.

28fdf705dc Tests: Replace some occurrences of assertEquals() with assertSame().
This ensures that not only the return values match the expected results, but also that their type is the same.

32ead26653 Tests: Explicitly mark empty REST API tests as not performing any assertions.
WordPress core test suite uses PHPUnit's `beStrictAboutTestsThatDoNotTestAnything` option set to true, which marks a test as risky when no assertions are performed.

REST API test classes have some empty tests for non-implemented methods because these test classes extend the abstract `WP_Test_REST_Controller_Testcase` class, which requires several methods to be implemented that don't necessarily make sense for all REST API routes.

As these tests are intentionally empty, they were previously marked as skipped, so that they are not reported as risky.

This commit aims to further reduce noise in the test suite and effectively ignores these empty tests altogether, which seems like a more appropriate option at this time.

The `@doesNotPerformAssertions` annotation can be reconsidered in the future when the tests are either removed as unnecessary or updated to actually perform assertions related to their behavior.

85ae9dd89b Tests: Consistently skip tests for non-implemented methods in REST API test classes.
WordPress core test suite uses PHPUnit's `beStrictAboutTestsThatDoNotTestAnything` option set to `true`, which marks a test as risky when no assertions are performed.

REST API test classes have some empty tests for non-implemented methods because these test classes extend the abstract `WP_Test_REST_Controller_Testcase` class, which requires several methods to be implemented that don't necessarily make sense for all REST API routes.

Some of these empty tests were already marked as skipped, but not in a consistent manner. Since skipping these tests is intentional for the time being, this commit aims to bring some consistency and adjust them all to be more accurately reported as skipped instead of risky.

The skipping can be reconsidered in the future when the tests are either removed as unnecessary or updated to actually perform assertions related to their behavior.

e83a341cc0 Coding Standards: Use static closures when not using $this.
When a closure does not use `$this`, it can be made `static` for improved performance.

Static closures are supported in PHP since PHP 5.4. ​

ddb409edca Build/Test Tools: Implement use of the void solution.
> PHPUnit 8.0.0 introduced a `void` return type declaration to the "fixture" methods – `setUpBeforeClass()`, `setUp()`, `tearDown()` and `tearDownAfterClass()`. As the `void` return type was not introduced until PHP 7.1, this makes it more difficult to create cross-version compatible tests when using fixtures, due to signature mismatches.

> The `Yoast\PHPUnitPolyfills\TestCases\TestCase` overcomes the signature mismatch by having two versions. The correct one will be loaded depending on the PHPUnit version being used.

c70fe62ed1 Tests: Replace assertContains() with assertStringContainsString() when used with strings.
Using the `assertContains()` and `assertNotContains()` methods with string haystacks was deprecated in PHPUnit 8 and removed in PHPUnit 9.

While WordPress test suite currently only supports PHPUnit up to 7.5.x, this allows us to switch to newer assertions ahead of adding full support for PHPUnit 8+.

These methods introduced in PHPUnit 7.5 should be used as an alternative:

* `assertStringContainsString()`
* `assertStringContainsStringIgnoringCase`
* `assertStringNotContainsString()`
* `assertStringNotContainsStringIgnoringCase`

As WordPress currently uses PHPUnit 5.7.x to run tests on PHP 5.6, polyfills for these methods were added to the `WP_UnitTestCase` class for PHPUnit < 7.5.

3542c3b4c0 Build/Test Tools: Fix and standardise calls to the setUp() and setUpBeforeClass() methods in the test suite.
The parent methods should always be called before any test-specific functionality is set up, unless there is a specific and documented reason.

e8435082d6 Build/Test Tools: Standardise the name, signature, and usage of the wpSetUpBeforeClass() method that's used in test classes.
This brings consistency to this often-used method, and allows IDEs to provide help to developers when using its `$factory` parameter.

8be943d06e Tests: Introduce assertSameSets() and assertSameSetsWithIndex(), and use them where appropriate.
This ensures that not only the array values being compared are equal, but also that their type is the same.

These new methods replace most of the existing instances of `assertEqualSets()` and `assertEqualSetsWithIndex()`.

Going forward, stricter type checking by using `assertSameSets()` or `assertSameSetsWithIndex()` should generally be preferred, to make the tests more reliable.

8f39f8ebb7 REST API: Sanitize block renderer attributes.
In [48069] the Block Renderer was changed to register a single route for all dynamic blocks. Validation was dynamically applied based on the requested block, but sanitization was not. This commit adds the same sanitization back to the block attributes.

2b42ac5a12 REST API: Only register one block renderer route.
Every block has a different set of attributes. These attributes are specified as a JSON Schema object. Previously, every block registered its own block renderer route using its attributes for the schema. This allowed for the attributes to be validated using the built in endpoint validation rules. It had the unfortunate side effect, however, of creating a large number of nearly identical REST API routes, one for each dynamic block. Each registered route has a performance impact. As the number of server side blocks goes up, this becomes more and more of an issue.

Now, we register a single block renderer route and dynamically validate the attributes based on the selected block.

5460e0df1e REST API: Accept POST requests in the block renderer endpoint.
Rendering a block is idempotent, so a GET is the most natural request method. However, the maximum length of URLs prevented blocks with large attributes from being rendered.

a0ac0ff13d REST API: Apply all relevant block rendering filters when rendering block previews.
Several filters were introduced to the render_block method since the initial implementation of the block-renderer/ endpoints, causing the output of those endpoints to diverge from the rendered content of blocks on the frontend.

2ae5bb324d REST API: Preserve unknown, respect null in server-side block rendering.
- Skips validation where there is no attribute definition, but keeps the attribute value. Previously, the attribute would be omitted from the attributes passed to `render_callback`. Notably, this resolves an issue where `render_callback` cannot receive a block's `align` and `customClassName` attribute values, since these are defined as a client-side filter.
- Validates `null` as a proper value in its own right. Previously, a client implementation of a block could track `{“attribute":null}` as an explicitly empty value, and the server would wrongly initiate defaulting behavior. The new behavior will now only populate a default value if the attribute is not defined at all, including when unset in its being invalid per the attribute schema.
