These three tests for `wp_dashboard_recent_drafts()` would run into a PHP 8.1 "passing null to non-nullable" deprecation for the call to `ltrim()` when the result of `get_edit_post_link()` is passed to `esc_url()`.
Setting a deprecation expectation would not solve this as the returned value would still not match the expected value(s).
The recent drafts list is only displayed on the Dashboard screen for users with the `edit_posts` capability. By setting the current user to Editor, the prerequisites for `wp_dashboard_recent_drafts()` are met, which means the deprecation notice is avoided and the assertions will succeed.
This commit addresses a few errors in the test suite along the lines of:

This replaces all non-static calls to the `WP_UnitTestCase_Base::factory()` method with static function calls, since the method is declared as static.
This is a consistency improvement for the test suite.

Instead of ignoring the output and catching it later with `getActualOutput()`, we can use `expectOutputRegex()` directly, which evaluates the output after the rest of the test code has run, if no unexpected errors were encountered.

Adds a `public` visibility to test fixtures, tests, data providers, and callbacks methods.
Adds a `private` visibility to helper methods within test classes.
Renames callbacks and helpers that previously started with a `_` prefix. Why? For consistency and to leverage using the method visibility. Further naming standardizations is beyond the scope of this commit.

Using the `assertContains()` and `assertNotContains()` methods with string haystacks was deprecated in PHPUnit 8 and removed in PHPUnit 9.
While WordPress test suite currently only supports PHPUnit up to 7.5.x, this allows us to switch to newer assertions ahead of adding full support for PHPUnit 8+.
These methods introduced in PHPUnit 7.5 should be used as an alternative:
* `assertStringContainsString()`
* `assertStringContainsStringIgnoringCase`
* `assertStringNotContainsString()`
* `assertStringNotContainsStringIgnoringCase`
As WordPress currently uses PHPUnit 5.7.x to run tests on PHP 5.6, polyfills for these methods were added to the `WP_UnitTestCase` class for PHPUnit < 7.5.

This ensures that not only the array values being compared are equal, but also that their type is the same.
These new methods replace most of the existing instances of `assertEqualSets()` and `assertEqualSetsWithIndex()`.
Going forward, stricter type checking by using `assertSameSets()` or `assertSameSetsWithIndex()` should generally be preferred, to make the tests more reliable.

All PHP files in `/tests` now conform to the PHP coding standards, or have exceptions appropriately marked.
Travis now also runs `phpcs` on the `/tests` directory, any future changes to these files must conform entirely to the WordPress PHP coding standards. 🎉

This introduces three new strings that can be used to control the maximum length of automatically generated excerpts for posts, comments, and draft post previews in the dashboard. Optionally combined with the existing word count type control this allows languages which include many multibyte characters to specify more appropriate maximum excerpt lengths.

Previously there was no way to remove the user locale setting again, even though that might be desirable.
This adds a new 'Site Default' option to the user-specific language setting by introducing a new `show_site_locale_default` argument to `wp_dropdown_languages()`.
