7cd5ecd667 XML-RPC: Set HTTP status code in accordance with the spec.
When the XML-RPC endpoint is enabled, always return a HTTP `200 OK` status code in accordance with the XML-RPC specification. Continue to return an HTTP `405 Method Not Allowed` status code when the endpoint is disabled.

7ef5a65f44 XML-RPC: Emit an appropriate HTTP status code when an error is returned in response to an XML-RPC request.
This most notably affects the response when XML-RPC is disabled or when the supplied username and password is incorrect.

e8435082d6 Build/Test Tools: Standardise the name, signature, and usage of the wpSetUpBeforeClass() method that's used in test classes.
This brings consistency to this often-used method, and allows IDEs to provide help to developers when using its `$factory` parameter.

1e030c4062 REST API, XML-RPC: Synchronise empty comment content checks.
The REST API and XML-RPC now uses the same detection methodology for empty comment content as `wp_handle_comment_submission()`. Specifically, comments now have their content trimmed and '0' is allowed.

5bad4e7f8d Code Modernization: Use explicit visibility for class property declarations.
Using `var` or only `static` to declare a class property is PHP 4 code.

This updates the codebase to use explicit visibility modifiers introduced in PHP 5.

8be943d06e Tests: Introduce assertSameSets() and assertSameSetsWithIndex(), and use them where appropriate.
This ensures that not only the array values being compared are equal, but also that their type is the same.

These new methods replace most of the existing instances of `assertEqualSets()` and `assertEqualSetsWithIndex()`.

Going forward, stricter type checking by using `assertSameSets()` or `assertSameSetsWithIndex()` should generally be preferred, to make the tests more reliable.

Follow-up to [48937].

164b22cf6a Tests: First pass at using assertSame() instead of assertEquals() in most of the unit tests.
This ensures that not only the return values match the expected results, but also that their type is the same.

Going forward, stricter type checking by using `assertSame()` should generally be preferred to `assertEquals()` where appropriate, to make the tests more reliable.

355d93d977 Date/Time: Update XML-RPC tests for invalid date input to account for a more consistent mysql2date() error handling in [45908].
The tests were meant to check for the lack of a fatal error in case of invalid date input, not specifically mark a particular outcome as the correct one.

c6c78490e2 Coding Standards: Fix the remaining issues in /tests.
All PHP files in `/tests` now conform to the PHP coding standards, or have exceptions appropriately marked.

Travis now also runs `phpcs` on the `/tests` directory, any future changes to these files must conform entirely to the WordPress PHP coding standards. 🎉

10855438ea Date/Time: Replace all instances of date() with gmdate().
Use of `date()` in core depends on PHP timezone set to UTC and not changed by third party code (which cannot be guaranteed).

`gmdate()` is functionally equivalent, but is not affected by PHP timezone setting: it's always UTC, which is the exact behavior the core needs.

e421f262dc Replace usages of basename() with wp_basename() in order to support multibyte filenames
This is focused on the pieces of code that touch media files and the tests that support them. `basename` isn't multibyte compatible out of the box. See http://php.net/basename and https://bugs.php.net/bug.php?id=62119.

a75d153eee Coding Standards: Upgrade WPCS to 1.0.0
WPCS 1.0.0 includes a bunch of new auto-fixers, which drops the number of coding standards issues across WordPress significantly. Prior to running the auto-fixers, there were 15,312 issues detected. With this commit, we now drop to 4,769 issues.

This change includes three notable additions:
- Multiline function calls must now put each parameter on a new line.
- Auto-formatting files is now part of the `grunt precommit` script. 
- Auto-fixable coding standards issues will now cause Travis failures.

Fixes #44600.

5b4f2b3021 XML-RPC: Correctly handle empty and duplicate comments.
This prevents `wp_die()` being sent in response to an XML-RPC call that attempts to submit a duplicate comment, and correctly returns an error in response to an attempt to submit an empty comment.

17ef6d8cfa Taxonomy: Introduce more fine grained capabilities for managing taxonomy terms.
This introduces the singular `edit_term`, `delete_term`, and `assign_term` meta capabilities for terms, and switches the base capability name for tags from `manage_categories` to `manage_post_tags` and the corresponding `edit_post_tags`, `delete_post_tags`, and `assign_post_tags`.

All of these capabilities ultimately map to `manage_categories` so by default there is no change in the behaviour of the capabilities for categories, tags, or custom taxonomies. The `map_meta_cap` filter and the `capabilities` argument when registering a taxonomy now allow for control over editing, deleting, and assigning individual terms, as well as a separation of capabilities for tags from those of categories.

206380180e Text Changes: Unify permission error messages.
The new format looks like "Sorry, you are not allowed to <action>.". This provides a consistent experience for all error messages related to missing permissions. It also reduces the number of similar strings and allows translators to provide a consistent style in their language.

75ab50c70e XMLRPC: Prevent authentication from occuring after a failed authentication attmept in any single XML-RPC call.
This hardens WordPress against a common vector which uses multiple user identifiers in a single `system.multicall` call. In the event that authentication fails, all following authentication attempts ''in that call'' will also fail.

613e88fe86 Unit Tests: WP_UnitTest_Generator_Sequence needs a static incrementer - otherwise, it assumes every test class is a reset, which it no longer is (it is now static).
While we're at it, remove unnecessary `tearDown()` code.

e70ebea219 Unit Tests: one $factory to rule them all, and it shall be static.
Using more than one instance of `WP_UnitTest_Factory` causes all kinds of craziness, due to out-of-sync internal generator sequences. Since we want to use `setUpBeforeClass`, we were creating ad hoc instances. To avoid that, we were injecting one `static` instance via Dependency Injection in `wpSetUpBeforeClass`. All tests should really use the `static` instance, so we will remove the instance prop `$factory`.

Replace `$this->factory` with `self::$factory` over 2000 times.
Rewrite all of the tests that were hard-coding dynamic values.

New functions in `media.php`:
* `wp_get_attachment_image_srcset_array()` - Returns an array of image candidate string data used to build a `srcset` value for an attachment given an `$attachement_id` and `$size`.
* `wp_get_attachment_image_srcset()` - Returns the `srcset` value for an attachment given an `$attachement_id` and `$size`.
* `wp_get_attachment_image_sizes()` - Returns the `sizes` value for an attachment given an `$attachement_id` and `$size` and optional arguments used to alter its output.
* `wp_make_content_images_responsive()` - A display filter for adding `srcset` and `sizes` to images embedded in content.
* `wp_img_add_srcset_and_sizes()` - A utility function used by `wp_make_content_images_responsive()` to add `srcset` and `sizes` to a single `<img>` element.

Modifies existing core functions:
* Modify `wp_get_attachment_image()` so the HTML returned for an image includes `srcset` and `sizes`.
* Modify `get_media_embedded_in_content()` (sup, 3.6 leftover) by adding `<img>` to the list of accepted tags that can be matched in content. This is used in `wp_make_content_images_responsive()` to find all of the images embedded in content before passing them off to `wp_img_add_srcset_and_sizes()`.

Tests:
* Add a new factory method to `WP_UnitTest_Factory_For_Attachment` named `create_upload_object()`
* Adds unit tests
* Updates unit tests

948ab018d2 XML-RPC: calculate the proper offset for GMT in wp.newPost, mw.newPost, and mw.editPost when post_date is set, wp.editComment when comment_date is set. post|comment_date is assumed to be GMT. This is only true if the timezone string for the site matches GMT.
Adds unit tests for each.
