This updates PostCSS related dependencies for the main Core build process to versions that use the latest major version of PostCSS, 8.x.
There were no changes to any versioned CSS files as a result of this update directly. However, two occurrences of `-o-tab-size` have been removed due to the version of `caniuse-lite` used being updated in the process.

This updates the `caniuse-lite` database from `1.0.30001407` to `1.0.30001448` and applies the resulting changes to generated WP Admin CSS.
This removes two occurrences of `-o-tab-size`, which was required for partial support of the `tab-size` property in Opera Mini. Usage has dropped below 1%, hence this vendor prefix being removed.

Disables Customizer animations when media query `prefers-reduced-motion: reduce` returns true.
Continues the effort to reduce motion within the WordPress admin panel when users have enabled this feature in their operating system or browser.
It has the additional effect of making the Block Editor's end-to-end tests run faster, as explored initially with a different approach in #53562.

This includes three minor updates to generated CSS files:
- A single `-webkit-` prefix is removed for `min-width`, which was required for Safari <= 10.1 (0.06% total global usage). WordPress only supports the last two versions.
- 2 instances where the `-o-` prefix are added for `tab-size`. This appears to be for Opera Mobile, which has creeped back over the 1% global usage.

This officially removes support for Internet Explorer 11 in the CSS files run through the build process in Core.
Individual tickets should be opened for removing each manually maintained area of the code base targeting IE11.
The resulting changes to CSS files are included in this commit.

In #50547, the admin color schemes were added to the customizer UI, but at some point specificity changed and the colors were overridden by the defaults. This brings the color schemes back into the customizer, using the button color as a highlight, with the link color for text to keep things readable.

This is part of a larger project in cleaning up core's admin CSS. This collapses all colors used in the CSS to one of 12 blues, greens, reds, and yellows, 13 grays, pure black, and pure white. The colors are perceptually uniform from light to dark, half of each range has a 4.5 or higher contrast against white, the other half has a 4.5 or higher contrast against black.
Standardizing on this set of colors will help contributors make consistent, accessible design decisions. The full color palette can be seen here: https://codepen.io/ryelle/full/WNGVEjw

The new "moderne" admin scheme color personalizes the link color using the $link SASS variable.
The link color doesn't apply consistently in the admin to all links, especiall button links.

Title attributes on abbreviations are only available to a minority of users. The
best option is to avoid unnecessary abbreviations when possible. In the other cases,
use an `<abbr>` element (which provides a hint to user agents on how to announce
and display the abbreviation) and provide an expansion in plain text on first use.
- `readme.html`: improves abbreviations and removes unnecessary `title` attributes
- options-general: removes unnecessary abbreviations and improves the remaining ones
- customizer schedule changeset date: removes unnecessary abbreviations and improves the remaining ones
- posts table date: uses a `span` element instead of an `abbr` element because this is not an abbreviation

`<button>` elements are natively interactive, supported by any assistive technology, and must be used instead of non-semantic, non-accessible `<div>` elements.
Also, this change aligns the Media Widgets and the Customizer site icon and site logo controls with the design pattern used in the new Block Editor for similar controls.
