473772f395 First pass of compatibility code for old themes which relied on using templates from the default theme without expressly identifying it as the parent theme. 
Fixes #12425 and #13009.
The fallback to these template files is now depreceated and will be removed in a future version.

d5e5ccdd72 Introduce is_rtl(). Use it in core. It only becomes defined when locale is loaded, so it's impossible to use it too early. Deprecate the get_bloginfo('text_direction') call. fixes #13206.
