ba994f6c09 Coding Standards: PHP short ternary operator syntax is not allowed.
WPCS 2.2.0 added a sniff for detecting short ternary operator syntax, which is not allowed per the Core handbook.

Follow up of [47927].

0b4e2c4604 Coding Standards: Use strict type check for in_array() and array_search() where strings are involved.
This reduces the number of `WordPress.PHP.StrictInArray.MissingTrueStrict` issues from 486 to 50.

Includes minor code layout fixes for better readability.

f8b2ff1b53 Coding Standards: Adjust coding standards to always omit parentheses for include/require statements.
These are language constructs, not function calls, so the parentheses are unnecessary.

This updates the PHPCS configuration file the enforce the sniff until it is moved from the `WordPress-Extra` ruleset to the `WordPress-Core` ruleset upstream.

Follow-up to [47198].

e72fff9cef Code Modernization: Replace dirname( __FILE__ ) calls with __DIR__ magic constant.
This avoids the performance overhead of the function call every time `dirname( __FILE__ )` was used instead of `__DIR__`.

This commit also includes:

* Removing unnecessary parentheses from `include`/`require` statements. These are language constructs, not function calls.
* Replacing `include` statements for several files with `require_once`, for consistency:
 * `wp-admin/admin-header.php`
 * `wp-admin/admin-footer.php`
 * `wp-includes/version.php`

a6fa4b5491 General: Update support forum links.
There are a lot of places in Core that link to https://wordpress.org/support/ for the support forums, but that's now the URL for HelpHub. The new forums link is https://wordpress.org/support/forums/.

This is a follow-up to [45140], which changed the links in help tabs.

8df2151660 General: Improve terminology used when referring to installations of WordPress and its extensions.
"Install" is not a noun, and while it might be acceptable to use the verb as a noun, it is not correct. Using the correct
noun, "installation", increases clarity, especially for non-native English speakers.

This change fixes the usage in user-facing text and in developer documentation.

This fixes the paths in `wp-vendor/` that were including `src`. I want to drop this in so we can find out what else will break.

e353179ce5 Bootstrap: Revert [38399] as it's broken /build/ and subsequently core.svn.wordpress.org.
The generated classmaps reference `/src/` files and operates in the assumption that the base directory is one level above `wp-settings.php`, which it isn't after our build processes are run.

388690382c Bootstrap: Autoload classes using a Composer-generated PHP 5.2-compatible Autoloader.
* `wp-admin` and `wp-includes` are scanned for classes to autoload
* Several 3rd-party and Ryan McCue-shaped libraries are excluded when the classmap is generated, see `composer.json`: `autoload.exclude-from-classmap`
* `wp-vendor/autoload_52.php` is included at the top of `wp-settings.php` - no changes need to be made to unit tests to include the autoloader
* An avalanche of `require()` and `require_once()` calls that loaded class files have been removed from the codebase.

The following files have been added to `svn:ignore` - they are not 5.2-compatible and fail during pre-commit:
* src/wp-vendor/autoload.php
* src/wp-vendor/composer/autoload_real.php
* src/wp-vendor/composer/autoload_static.php
* src/wp-vendor/composer/ClassLoader.php

We favor these files instead:
* src/wp-vendor/autoload_52.php
* src/wp-vendor/composer/autoload_real_52.php
* src/wp-vendor/composer/ClassLoader52.php

When new PHP classes are added to the codebase, simply run `composer install` or `composer update` from the project root to update the autoloader.

The future is now.

578134d4ff Use wp_installing() instead of WP_INSTALLING constant.
The `WP_INSTALLING` constant is a flag that WordPress sets in a number of
places, telling the system that options should be fetched directly from the
database instead of from the cache, that WP should not ping wordpress.org for
updates, that the normal "not installed" checks should be bypassed, and so on.

A constant is generally necessary for this purpose, because the flag is
typically set before the WP bootstrap, meaning that WP functions are not yet
available.  However, it is possible - notably, during `wpmu_create_blog()` -
for the "installing" flag to be set after WP has already loaded. In these
cases, `WP_INSTALLING` would be set for the remainder of the process, since
there's no way to change a constant once it's defined. This, in turn, polluted
later function calls that ought to have been outside the scope of site
creation, particularly the non-caching of option data. The problem was
particularly evident in the case of the automated tests, where `WP_INSTALLING`
was set the first time a site was created, and remained set for the rest of the
suite.

The new `wp_installing()` function allows developers to fetch the current
installation status (when called without any arguments) or to set the
installation status (when called with a boolean `true` or `false`). Use of
the `WP_INSTALLING` constant is still supported; `wp_installing()` will default
to `true` if the constant is defined during the bootstrap.

1f793ea9b2 Language packs: No WPLANG anymore.
* The WPLANG constant is no longer needed. Remove define('WPLANG', ''); from wp-config-sample.php. Populate WPLANG option based on the WPLANG constant. When get_option('WPLANG') is an empty string it will override WPLANG.
* Introduce translations_api() which is available to communicate with the translation API. Move translation install related functions to a new file.
* Replace mu_dropdown_languages() with wp_dropdown_languages(). wp_dropdown_languages() is now populated by the translation API.
* Remove wp_install_load_language() and allow load_default_textdomain() to switch a core translation.
