Jb Audras 8fbe21a37a HTTP API: Fix request header inconsistencies. 
This changeset improves the consistency in capitalization of fetching and outputting of request headers. It also updates occurrences found in some docblocks.

Jonathan Desrosiers 8e2de8212b General: Fix various issues flagged by the PHPCompatibilityWP PHPCS ruleset. 
As part of the continued effort to improve PHP compatibility, the following improvments are being made:

- Removing deprecated PHP `safe_mode` checks not found in bundled external libraries.
- Change the remaining `while` loops using `each()` to `foreach` loops.
- Prevent false positives from being flagged for the `sodium_compat` library being caused by loading this in a non-standard way.
- Add inline comments to not flag deprecated PHP directives in the getID3 library.

Nikolay Bachiyski 8d55453ef4 Snoopy: use escapeshellarg instead of escapeshellcmd 
We are escaping arguments, not commands, so we'd better use the semantically correct function, even though they are similar.

Scott Taylor ed7d34cb13 Pass false as the 2nd argument to class_exists() to disable autoloading and to not cause problems for those who define __autoload().

Andrew Nacin b43712e0f7 New develop.svn.wordpress.org repository based on the old core.svn repository. 
* All WordPress files move to a src/ directory.
 * New task runner (Grunt), configured to copy a built WordPress to build/.
 * svn:ignore and .gitignore for Gruntfile.js, wp-config.php, and node.js.
 * Remove Akismet external from develop.svn. Still exists in core.svn.
 * Drop minified files from src/. The build process will now generate these.
