8ec9d5e9e9 Docs: Adjust the table of providers in the hook doc for oembed_providers to use "No" instead of "!" to signify lack of SSL support. 
When displayed in the Code Reference, the "!" doesn't convey enough information.

a93805f6bb Use RegEx instead of DOMDocument when protecting <pre> tags in WP_oEmbed::_strip_newlines(). It is incredibly difficult to maintain character encoding and whitespace when parsing via DOMDocument.

3cc10d77a0 Remove redundant and erroneous @uses tag from most core inline documentation. 
Per our inline documentation standards, no further use of the `@uses` tag is recommended as used and used-by relationships can be derived through other means. This removes most uses of the tag in core documentation, with remaining tags to be converted to `@global` or `@see` as they apply.

Fixes #30191.

0efd852117 WP_oEmbed::_strip_newlines is called as a filter callback for oembed_dataparse, must be public. It was marked as private for fun in [14109] and then made private officially in [28507].

7139817d2e When wp_oembed_add_provider() or wp_oembed_remove_provider() is called before the plugins_loaded hook has, store the values statically on the WP_oEmbed object and add them just-in-time when the object is instantiated. 
This ensures that all plugins have an accurate provider list when `apply_filters( 'oembed_providers', $providers )` is called.
