6c270d0d17 Administration: Replace contracted verb forms for better consistency.
This changeset replaces contracted verb forms like `doesn't`, `can't`, or `isn't` with non-contracted forms like `does not`, `cannot`, or `is not`, for better consistency across the WordPress administration. It also updates some corresponding unit tests strings.

3b8dc986d2 Add WP_Block_Editor_Context::$name
Adds a new `WP_Block_Editor_Context::$name` and field. This allows plugin
developers to tell which block editor is being loaded when using filters such as
`allowed_block_types_all` and `block_editor_rest_api_preload_paths`.

Fixes #55301.

aba29c2421 Customizer: Remove Widgets panel when a theme does not support widgets
By setting 'theme_supports' on the panel, we ensure that the Widgets panel is
removed if a theme does not have support for 'widgets'.

This makes the behaviour of the Widgets and Menus panels consistent.

1d0e4441c1 Widgets: Revert [51705].
While the new name is much better, it doesn't fully tell what will happen when invoked nor does it fully solve the root problems. 

Why? The function is doing too much. And naming is hard.

b7a495d337 Widgets: Rename and soft deprecate retrieve_widgets().
The original name `retrieve_widgets()` was unclear as it suggested it was a getter, i.e. getting the widgets. This function does more than get: finds orphaned widgets, assigns them to the inactive sidebar, and updates the database.

The new name is `sync_registered_widgets()` which better represents what happens when this function is invoked.

The original `retrieve_widgets()` function is soft deprecated to avoid unnecessary code churn downstream for developers that support more than the latest version of WordPress.

6b3019b03e Widgets: Pass correct context to get_block_categories() calls.

fc0c7a01f2 Widgets: Fix an “Invalid value” warning when adding a new widget in the Customizer.
This fixes a regression introduced in [50996] where sites that have been opted-out of the block-based widget editor experienced an “Invalid value.” error when adding a new widget to a sidebar in the Customizer.

This was caused by the early return value was changed to `null` from `$value` when set to an empty `array`, resulting in the widget being evaluated as invalid elsewhere.

00bc227eb8 Adds the widgets block editor to widgets.php and customize.php
Moves the widgets block editor from Gutenberg into WordPress Core.

- Adds @wordpress/edit-widgets, @wordpress/customize-widgets and
  @wordpress/widgets.
- Modifies wp-admin/widgets.php to branch between the old editor and new editor
  depending on wp_use_widgets_block_editor().
- Modifies WP_Customize_Widgets to branch between the old editor control and new
  editor control depending on wp_use_widgets_block_editor().

ee57798a7f Customize: Correct the check for rendered widgets in WP_Customize_Widgets::is_widget_rendered().
Make the structure of `::$rendered_sidebars` and `::$rendered_widgets` properties consistent.

This resolves an issue with every widget being marked as inactive by default on the Widgets panel.

e26394bb2d General: Remove “whitelist” and “blacklist” in favor of more clear and inclusive language.
“The WordPress open source community cares about diversity. We strive to maintain a welcoming environment where everyone can feel included.”

With this commit, all occurrences of “whitelist” and “blacklist” (with the single exception of the `$new_whitelist_options` global variable) are removed. A new ticket has been opened to explore renaming the `$new_whitelist_options` variable (#50434).

Changing to more specific names or rewording sentences containing these terms not only makes the code more inclusive, but also helps provide clarity. These terms are often ambiguous. What is being blocked or allowed is not always immediately clear. This can make it more difficult for non-native English speakers to read through the codebase.

Words matter. If one contributor feels more welcome because these terms are removed, this was worth the effort.

The tag was supported in phpDocumentor 1.x, but is no longer supported in 2.x and 3.x.

Usage of static variables is considered an internal implementation detail and has no information value for someone reading the docs.

a75d153eee Coding Standards: Upgrade WPCS to 1.0.0
WPCS 1.0.0 includes a bunch of new auto-fixers, which drops the number of coding standards issues across WordPress significantly. Prior to running the auto-fixers, there were 15,312 issues detected. With this commit, we now drop to 4,769 issues.

This change includes three notable additions:
- Multiline function calls must now put each parameter on a new line.
- Auto-formatting files is now part of the `grunt precommit` script. 
- Auto-fixable coding standards issues will now cause Travis failures.

9c1005410f Customize: Introduce settings_previewed arg and getter on WP_Customize_Manager which controls whether WP_Customize_Setting::preview() should be called on settings.
The `settings_previewed` property eliminates the need for the Customizer components from having to look at global `doing_ajax` state. This is in particular needed when saving settings, as some settings will short-circuit the update operation if they detect no changes are introduced. This is also needed for low-level integrations with the Customizer, such as in REST API endpoints under development.

b4d81bd654 Docs: Remove @access notations from method DocBlocks in wp-includes/* classes.
Prior to about 2013, many class methods lacked even access modifiers which made the `@access` notations that much more useful. Now that we've gotten to a point where the codebase is more mature from a maintenance perspective and we can finally remove these notations. Notable exceptions to this change include standalone functions notated as private as well as some classes still considered to represent "private" APIs.
