In this commit, enhancements have been made by replacing manually constructed style tags with calls to `wp_add_inline_style`. Previously, numerous style tags were generated and output directly in the header, resulting in redundant code and bypassing the core's style enqueueing system. This approach made it challenging for third-party developers to manage and control the output of these style tags.
To ensure backward compatibility, the following functions have been deprecated and replaced:
- print_embed_styles
- print_emoji_styles
- wp_admin_bar_header
- _admin_bar_bump_cb
Backward compatibility shims have also been added, ensuring that if these functions were previously unhooked from there actions, they will continue to not output a style tag.
However, for the following functions, conversion to use inline styles was not feasible due to the potential disruption it might cause by changing the style tag IDs, potentially breaking JavaScript functionality for a number of plugins in the repository:
- custom-background
- wp-custom
These changes improve code maintainability and enhance the flexibility and control available to developers when managing style outputs within WordPress core.

This is the taxonomy term counterpart to the `is_post_publicly_viewable()` function. Although the logic for terms is more straight forward this serves the same purpose as introducing the corresponding function for posts -- to centralise and reduce the logic needed to validate a term and determine if it's publicly viewable.

This changeset improves admin forms accessibility by adding labels to the following read-only form fields:
- Network setup screen: new visible label to the four textareas for code users need to paste into their wp-config file and the server configuration file (web.config or .htaccess).
- `setup-config.php`: new visible label to one textarea for code to include in the `wp-config` file manually.

In WordPress 5.9, when a block theme is being used, the `Appearance → Customize` admin menu item is not present unless a plugin uses the Customizer.
The Customize admin bar node should be shown on the front end if any plugins are using the Customizer, even if the current theme is a block theme.
This commit mirrors a similar check in the admin menu to determine if the Customize link should be displayed.

This commit renames the following method and function to better represent block theme terminology:
* `WP_Theme::is_block_based()` to `WP_Theme::is_block_theme()`
* `wp_is_block_template_theme()` to `wp_is_block_theme()`
It also changes `wp_is_block_theme()` to be a helper wrapper (sugar syntax) for `wp_get_theme()->is_block_theme();`. Why? To ensure both the method and function behave the same, to help Gutenberg maintain WordPress cross-version compatibility, and to make it less cumbersome to port changes from Gutenberg to Core.

This new custom property, `--wp-admin--admin-bar--height`, reflects the admin bar's height and adjusts responsively on smaller screens. It can be used to offset content to avoid overlapping the admin bar, without needing to copy the media query.
This also removes a workaround only needed for Internet Explorer 6 and below.

Remove the title attribute from the link, wrap the link icon and numeric indicator with the `aria-hidden` attribute, and add a `.screen-reader-text` span so screen readers hear a link that has relevant context without requiring translators to deal with appended strings. Removes the individual counts of theme and plugin updates from the attribute, as those were already buggy and didn't include translation counts.

When a theme declares HTML5 support for script and styles via `add_theme_support( 'html5', array( 'script', 'style' ) )`, the `type="text/javascript"` and `type="text/css"` attributes are omitted.
These attributes are unnecessary in HTML5 and cause warnings in the W3C Markup Validation Service.

Using the new fatal handler introduced in [44962], an email is sent to the admin when a fatal error occurs. This email includes a secret link to enter recovery mode. When clicked, the link will be validated and on success a cookie will be placed on the client, enabling recovery mode for that user. This functionality is executed early before plugins and themes are loaded, in order to be unaffected by potential fatal errors these might be causing.
When in recovery mode, broken plugins and themes will be paused for that client, so that they are able to access the admin backend despite of these errors. They are notified about the broken extensions and the errors caused, and can then decide whether they would like to temporarily deactivate the extension or fix the problem and resume the extension.
A link in the admin bar allows the client to exit recovery mode.

WPCS 1.0.0 includes a bunch of new auto-fixers, which drops the number of coding standards issues across WordPress significantly. Prior to running the auto-fixers, there were 15,312 issues detected. With this commit, we now drop to 4,769 issues.
This change includes three notable additions:
- Multiline function calls must now put each parameter on a new line.
- Auto-formatting files is now part of the `grunt precommit` script.
- Auto-fixable coding standards issues will now cause Travis failures.
