Additionally, this changeset fixes some of the `block.json` and `theme.json` files in PHPUnit tests by adding missing `title` properties to satisfy the schema. Those changes have no impact on the runtime whatsoever and do not change the result of unit tests.
Note that some block and theme JSON files still aren't valid according to the schema. Fixing is underway; the required changes will be merged subsequently.

This changeset resolves a bug where WordPress would only allow HTML elements within core's own blocks to be styled in `theme.json`. Prior to this change, any `theme.json` rules applying to elements in custom blocks were ignored. With this fix it is now possible to style third-party block elements in `theme.json`.

This change ensures custom styles for all third-party blocks are rendered on the front end if assets are set to be loaded on a per-block basis. Additionally, this change includes new unit tests to help prevent a similar bug in the future.

When a post type is passed to `get_block_templates()` in the query, return only the templates that match that post type.
Fixes an issue where:
* when a block template provided by a theme has been edited by the user
* and that template has specific defined `postTypes`
* but after editing, the template was available for all post types.

This include the /global-styles/themes/{theme}/variations rest endpoint into core.
The endpoint will be used by the site editor to display alternative theme styles to the user.

At the time tests were backported from Gutenberg, a block template theme was not available in the test suite; thus, the test was marked as `markTestIncomplete()`.
Now that `block-theme` and `block-theme-child` test fixture block template themes are available, this commit removes the `markTestIncomplete()` and adjusts the test to run by switching to the `block-theme` test fixture.
