[54080] refactored the logic in `get_network_option()`, `update_network_option()` and `delete_network_option()` to use the metadata API. However, this change resulted in issues with large multisite installs that utilize memcached having network options > 1MB in size.
This change reverts [54080] and all related follow-up changes.

This fixes a bug where if the `timezone_string` is set to a timezone name which has since been deprecated, the option value would be “lost” when saving the value again, as the comparison being done to verify whether it is a valid timezone name would only take “current” timezone names into account and would invalidate deprecated timezone names.
By passing the `DateTimeZone::ALL_WITH_BC` constant as the `$timezoneGroup` parameter to the PHP native `timezone_identifiers_list()` function, a timezone name list is retrieved containing both current and deprecated timezone names, preventing the invalidation of the option value.

Replace logic found in `get_network_option`, `update_network_option` and `delete_network_option` to use the metadata api. Using the metadata api has a number of benefits, such as consistency, default values and useful filters. This change also improves performance by priming the caches of all network options in a single database request.

Dynamic (non-explicitly declared) properties are deprecated as of PHP 8.2 and are expected to become a fatal error in PHP 9.0.
In this particular case, the test classes contain a `set_up()` method that sets a group of properties, which are ''used'' by the tests, but the values of these properties are never ''changed'' by the tests.
In other words, setting these properties in the `set_up()` is an unnecessary overhead and the properties should be changed to class constants.

To prevent potential false negatives, set `$error` to `null` initially, so we can better tell if it was ever changed during the sanitization and be able to better react if an empty string is added to it.
Additionally, and mainly for the sake of the Settings API at this point, add error messages to some `WP_Error` objects returned from `wpdb` methods that were previously causing the issues here.

Adds a `public` visibility to test fixtures, tests, data providers, and callbacks methods.
Adds a `private` visibility to helper methods within test classes.
Renames callbacks and helpers that previously started with a `_` prefix. Why? For consistency and to leverage using the method visibility. Further naming standardizations is beyond the scope of this commit.

These were originally added in [26252] to suppress database errors on `setUp()` and restore on `tearDown()` for tests that call `wpmu_create_blog()`, blog factory, or installation code that attempts to clear transients.
As the multisite test coverage expanded, these methods ended up being unnecessarily copied into other test classes, where database error suppression is not required.

In all four of the `get_option()`, `add_option()`, `update_option()` and `delete_option()` functions, the `$option` parameter (i.e. the option name) is passed to the PHP native `trim()` function without prior input validation.
In PHP 8.1, this could lead to a `trim(): Passing null to parameter #1 ($string) of type string is deprecated` for each of these functions.
`trim()`:
- expects a text string and is only useful when ''passed'' a text string as no other variable type can contain whitespace.
- will always return a `string`, which means that in practice for any non-string values passed, it would effectively function as a type cast to string.
This commit:
- Adds a check to verify the `$option` name is a scalar before processing it with `trim()`.
- The "type cast" behavior is maintained.
- If the given `$option` name is not a scalar, such as `null`, the fix prevents the PHP 8.1 deprecation notice.
- Tests are added for valid but undesired option names to safeguard against regressions.
This issue is already covered by:
- the existing `Tests_Option_Option::test_bad_option_names()` test group.
- the new `test_valid_but_undesired_option_names()` tests.

The existing tests were running multiple functions through a `foreach()`. If any test failed, it would bail out and not test against the other scenarios.
This commit:
- Moves the scenarios to a data provider with named data sets, i.e. to ensure all scenarios are run and tested regardless if any fail.
- Splits each function under test into individual test methods.
- Adds a float scenario.
- Adds method visibility modifiers.

This avoids a "Cannot access offset of type string on string" fatal error in `set_theme_mod()` on PHP 8 if the `theme_mods_$theme_slug` option has an incorrect value, e.g. an empty string instead of an array.
With this change, `set_theme_mod()` should be able to resolve the issue by saving a correct value.

The `assertInternalType()` and `assertNotInternalType()` methods are deprecated in PHPUnit 8 and removed in PHPUnit 9.
While WordPress test suite currently only supports PHPUnit up to 7.5.x, this allows us to switch to newer assertions ahead of adding full support for PHPUnit 8+.

WPCS 1.0.0 includes a bunch of new auto-fixers, which drops the number of coding standards issues across WordPress significantly. Prior to running the auto-fixers, there were 15,312 issues detected. With this commit, we now drop to 4,769 issues.
This change includes three notable additions:
- Multiline function calls must now put each parameter on a new line.
- Auto-formatting files is now part of the `grunt precommit` script.
- Auto-fixable coding standards issues will now cause Travis failures.

Prior to this change, the `{$network_id}:notoptions` cache would only be fetched, but not set, unless the actual database lookup would be unsuccessful. This enhancement slightly improves performance by preventing unnecessary external object cache lookups if one is used.

`pre_cache_alloptions` is run before the alloptions array is inserted into the cache, and is valuable for sanity checking the options, particularly if your caching scheme has size limitations.
`alloptions` is run before returning the alloptions array, and is useful for when you have extra information that alloptions should return.

This brings much needed uniformity to test skipping when a test requires Multisite or when a test should be excluded from running when Multisite is enabled.
Used in conjunction with the `@group ms-required` and `@group ms-excluded` notation, this removes a significant number of skipped tests from the default test suite run.

Tests in the `ms-excluded` group are now excluded when running tests with multisite enabled, and tests in the `ms-required` group are excluded when running tests without multisite enabled. The end result is a significantly reduced number of skipped tests polluting PHPUnit's output, which means verbose mode can be used to more easily see which tests are skipped or incomplete, and why.

Previously an option containing an object would trigger an SQL `UPDATE` on all calls to `update_option`, even if the old and new values were identical. This was due to the old and new values having differing resource IDs.
This change compares the old and new values as serialized data to remove the resource ID from the comparison.
