Peter Westwood b4818a8af8 Remove the ghetto code and use the script loader properly on the login page. 
Ensure that we actually have convertEntities available on the login page.
Introduce a login_footer action.
Hook in the script loader to the login_header and login_footer actions.
See #5919, #15124.

Don't show the admin bar in the plugin/theme installers. Inserts condition directly into iframe_header(). Allows show_admin_bar() to be called after init by unsetting wp_admin_bar, thus preventing render once those hooks are fired. see #14772.
