Jonathan Desrosiers aa62fdbfaa Formatting: Verify emails with + characters are valid. 
This adds an assertion to confirm that `is_email()` considers email addresses with a `+` valid.

Props SergeyBiryukov, ayeshrajans.
Fixes #53130.
