Backport of the remaining Comment Template block tests from Gutenberg:

* `assertEquals()` replaced with `assertSameSetsWithIndex()`.
* assertion's argument order changed to ensure expected and then actual.

Follow-up to [53353], [53298], [53172], [53138].
