Rename UNUSED_FILES.txt to OTHER_FILES.txt (#40479)

* Rename UNUSED_FILES.txt to OTHER_FILES.txt

These aren't, strictly speaking, always unused. They're just files that
aren't fully tested as part of the compilation.

Part of microsoft/types-publisher#708

* Remove UNUSED_FILES, update cldrjs
