* [@testing-library/vue] Update to 2.0
* [@testing-library/vue] Relax dependency versions
vue-router and vuex are *not* listed as dependencies of @testing-library/vue. They are essentially optional, but we need them for the type definitions.
Relaxing these constraints makes it less likely that npm/yarn will install a private copy under `@types/testing-library__vue/node_modules/` simply becuase the user's package declares an older minor or patch release.
`Client.prototype.query` switched from returning a (thenable) `Query` when given a callback to returning nothing in pg@7.0.0. `Pool.prototype.query`’s history is similar.

* Upgrade leaflet-draw to new version
- Formatted the code with VSCode formatter
- Made some parts easier to read
- Included new properties where necessary
- Included the Localization namespace to cover all the localization
types used by leaflet-draw
- Use actual JSDoc tags to document the code (improving VSCode IntelliSense)
- Wherever the JSDoc would say "see code", they are now replaced
with the actual code that it is defaulted to
- Generally went through leaflet-draw's documentation and fixed what
could be fixed
