Mcat12 eb70e87be1 Restrict the CIDR values to what dnsmasq and the API accepts 
The check is not 100% accurate, as it allows > 32 sized CIDRs
for IPv4 addresses, but it is good enough for the frontend checks.

Mcat12 8993c041cc Remove PreferencesContext in favor of the Redux store 
All functionality has been moved to the Redux implementation, including
loading the local preferences when in fakeAPI mode instead of from the
API.

PreferenceSettings has been updated to use Redux instead of
PreferencesContext.

Mcat12 5b83f43e69 Add Redux Saga 
Redux Saga provides a clean and testable way to run side effects while
integrating with Redux. It is used now to fetch the preferences data and
store it in the Redux store, and will later be used for more side
effects (like updating the preferences in the API).

The Redux store React provider component is moved to the top level. The
other middleware used in development mode comes from the default
middleware. We are not using `getDefaultMiddleware` because it includes
Redux Thunk, which we do not need (we use Saga instead).

Mcat12 3a8f3ba5b2 Add Redux and convert LayoutApplier as a test 
Added libraries and their usage:
- `redux`: Base Redux capabilities
- `redux-starter-kit`: Cut down on the boilerplate of using Redux
- `react-redux`: Easily connect React components to the Redux store

The preferences in the Redux store are currently only loaded from cache
or the default. Redux Saga will be added in upcoming commits to handle
fetching the preferences from the API.

Mcat12 70831a3d58 Auto-login the user if no password is required 
See pi-hole/api#173 for more details.

This implementation refreshes the page if it was started in a logged out
state and it is found that the API doesn't require authentication. It is
explained in more detail in a code comment, but we should look into
Redux to make this and many other things cleaner and more testable.
