4aba7f5058 Do not perform nonce checks in maint/repair.php. 
If the options table is damaged and the keys/salts fall back to the database,
the nonce will never validate.

e1c6f28e33 Provide a Text Domain header for Twenty Ten and Twenty Eleven. WP_Theme will then look to translate the style.css headers (name, author, description, etc.) on themes.php, even if the theme isn't activated. fixes #20448.
