* Passing `options.params` when constructing `Partial` is now deprecated in favor of just passing `options`.
* Improve usage of jsdoc in JS `Partial` class.
* Also add `defaults` property to `wp.customize.selectiveRefresh.Partial` class for parity with `Control`.
