Boone Gorges a529129de5 Introduce clean_taxonomy_cache() function. ...

Previously, taxonomy-wide caches were cleaned only inside of
`clean_term_cache()`. This made it hard to clean taxonmy caches
in isolation from specific taxonomy terms.
